In 2012, Maryland and West Virginia reached an agreement to continue MARC commuter train service to West Virginia stations—Harpers Ferry, Duffields, and Martinsburg—for five years. That agreement expired in October 2017. If new terms are not reached in the coming weeks, service could end as soon as July 2018.

Currently, MARC riders in West Virginia pay a surcharge of $2 per trip or $80 per month, which provides the state of Maryland with annual revenue of approximately $400,000. The total cost of West Virginia service has been estimated between $1.3 and $3.2 million per year.
