The Issue
Secretary Vilsack: “WE, The People” of America, and around the World, respectfully ask you to please send your very best USDA VET INSPECTORS to TUNICA (MS) to stringently ENFORCE the Horse Protection Act for ALL THREE DAYS AND NIGHTS (Thursday, Friday & Saturday) to IMPEDE the barbaric torture of innocent Tennessee Walking Horses.
The “SOREST OF THE SORE” Big Lick Tennessee Walking Horses will be on full display at the Tunica Arena & Expo Center @ Tunica, MS (about 30 minutes South of Graceland). The year end “UNITED WE STAND” Big Lick TWH Horse Show starts in just ELEVEN (11) days, on Thursday, Nov. 10-12, 2022.
“Big Lick” Tennessee Walking Horses are akin to ”Cock Fighting” and “Dog Fighting”. All major veterinary associations, animal welfare organizations, and The American Horse Council oppose its existence.
The “Big Lick” Animal Cruelty Racket is led by Walking Horse Report Publisher/TWH Celebration Director Mr. Jeffrey Howard; “Republican Political Fixer” Mr. Steve Smith; and “Big Lick” Walking Horse Trainer BOYZ President Mr. Billy Young (colleague of infamous horse torturer Mr. Jackie McConnell of ABC Nightly notoriety).
The “Big Lickers” are now in an unprecedented state of disarray and panic.
They face an existential threat resulting when a three judge panel of the United States Court of Appeals For The District of Columbia delivered a landmark court victory on July 22, 2022, for the Humane Society Of The United States (HSUS) against the USDA (United States Department of Agriculture).
The effect is IF the USDA 2O17 Rule is now published in The Federal Register, the barbaric “Big Lick” would be abolished and end within 12 months. The "Big Lick" folks are desperately trying to raise $1.5 million to fight this, but they have no case.
The United States Court Of Appeals for the District of Columbia Circuit Rules USDA 2O17 RULE Enforcing The Horse Protection Act of 1970 Is “Valid Law".

Yet sadly, as the current USDA AG Sec, YOU elected to appeal the DC Court of Appeals decision on October 6, 2022 – rather than simply have the USDA 2017 RULE published in the Federal Register, and bring an end to the “Big Lick” Animal Cruelty perpetrated upon Tennessee Walking Horses for the past 65 years, but that’s a story for another day, but one for which you and APHIS Administrator Kevin Shea will have to adequately answer and fully account.
The one that you and Mr. Shea have provided so far is neither persuasive nor satisfactory. You are fortunate that late U. S. Senator Joe Tydings (D-MD) is not still living, because if he was, you would have never chosen that course. The odds are 100 to 1 you would have gotten a call from the “Joe” who presently lives at 1600 Pennsylvania Avenue, and he would have set you straight on this in short order. Perhaps, that still will happen.

S. Senator Joseph D. Tydings (D-MD).

The will and verdict of the American people was expressed regarding the evil and horror of “Big Lick” Tennessee Walking Horse on July 25, 2019, when an historic bipartisan landslide roll call vote – 333 to 96 - took place on the floor of the United States House of Representatives, irrevocably deciding this issue. As you know, It was not possible to get a vote in the U.S. Senate because of a filibuster.
