Residents near Madrona Park and Stan Sayres Park are asking Seattle Parks and Recreation, Seattle Police, and Seattle City Council to address recurring late-night disturbances.

Extremely loud amplified music occurs at least weekly  for hours on end and until dawn, and sometimes multiple times per week. Some incidents also involve fireworks. These disturbances often continue for hours, disrupting nearby households, waking children, and making residents feel unsafe. Attendees of these parties park dozens of cars in closed parking lots + blocking the arterial, Lake Washington Boulevard.

On June 15 and June 16, amplified music played from approximately 10:30 p.m. until 3:30 a.m. near Madrona Park. It was audible inside homes over 500 yards away, caused vibration, and prevented residents from sleeping. Neighbors called Seattle Police repeatedly (once an hour for five hours from our household alone), but police were not dispatched until after 5 hours worth of calls.  On July 4, toilets in the men's bathroom at Madrona Park were block up. On July 19, there were 30-40 vehicles blocking Lake Washington Boulevard and it required 8 police officers to diffuse the situation.

On July 19 several vehicles (starting at 3 and moving up to 5) were blaring amplified music at 100+ DB from sup-d up stereo systems in their trunks at Stan Sayres.  After countless calls to report this starting at 1:30 PM, the issue finally got resolved when police cleared and closed the park just before 10 pm.  We believe the offenders then proceeded to the Madrona Park area where they proceeded to block Lake WA Blvd with their cars and blare music until 4:30 a.m.

Seattle Parks are shared public spaces, not unregulated late-night venues. When all day and after-hours amplified sound and fireworks continue without consequence, nearby residents are left without meaningful protection from the rules the City has already adopted.

We are asking the City of Seattle to:

1. Create and publish an enforcement plan for recurring illegal amplified sound, fireworks, and late-night disturbances in Madrona Park and Stan Sayres.
2. Direct Seattle Police and Seattle Parks to coordinate on after-hours park enforcement, with clear ownership for response and follow-up.
3. Increase after-hours patrols or targeted enforcement during recurring incident windows.
4. Publish clear resident instructions for reporting illegal amplified sound and fireworks from parks
5. Track repeat incidents and apply consequences when violations continue after warnings or occur without authorization.
   
   
   This is a repeated pattern that has continued for well over year, not a one-time nuisance. The City should not wait for escalation before enforcing its own rules.
   
   Nearby residents need a specific, accountable enforcement plan now.
