IRAN BEYOND GOVERNMENTS
In Defence of Iran’s Independence, National Sovereignty, and Territorial Integrity
PUBLIC PETITION
To: The Right Honourable Mark Carney, Prime Minister of Canada
Cc: Global Affairs Canada
Subject: Formal Request to Correct Canada’s Position on Greater Tunb, Lesser Tunb, and Abu Musa in the Persian Gulf
Dear Prime Minister Carney,
We, the undersigned, including Iranian Canadians and other concerned individuals, express our strong objection to the Government of Canada’s position regarding Greater Tunb, Lesser Tunb, and Abu Musa in the Persian Gulf.
In the joint statement of October 28, 2026, issued by Prime Minister Mark Carney and Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Canada endorsed language describing these islands as UAE territory under Iranian occupation.
We strongly reject this characterization. By treating a longstanding territorial dispute as though sovereignty had already been conclusively determined, Canada has disregarded Iran’s historical claims and undermined the principles of impartiality and peaceful dispute resolution.
Iran’s Sovereignty Transcends Governments
Iran belongs to its people, not to any government or political system. Its independence, national sovereignty, and territorial integrity transcend political divisions and changes in leadership.
Opposition to the Islamic Republic does not mean opposition to Iran.
The pursuit of freedom, democracy, and human rights must never be interpreted as acceptance of foreign interference or abandonment of Iran’s national and territorial rights. The Iranian people have the right to determine their political future while defending their homeland and historical heritage.
Respect for International Law and the Iranian People
Greater Tunb, Lesser Tunb, and Abu Musa hold profound historical and national significance for Iran. Their disputed sovereignty involves complex legal and historical considerations that cannot be resolved through unilateral political declarations.
The United Nations Charter upholds sovereign equality and the peaceful settlement of disputes. Canada must apply these principles consistently, regardless of its diplomatic or economic relationships.
For Iranian Canadians, Iran’s territorial integrity is inseparable from their national identity and historical heritage. Opposition to a government must never be confused with disregard for the rights of a nation.
Our Formal Requests
We respectfully but firmly call upon the Government of Canada to:
1. Reconsider its position regarding the three islands and refrain from treating the UAE’s sovereignty claims as established fact.
2. Correct the October 28, 2026 joint statement by amending or withdrawing language describing the islands as occupied UAE territory.
3. Respect Iran’s independence, sovereignty, and territorial integrity, regardless of its political leadership.
4. Avoid prejudging territorial sovereignty through unilateral declarations.
5. Support peaceful and impartial dispute resolution through diplomacy and appropriate international legal mechanisms.
6. Engage with Iranian Canadians and provide a substantive response addressing their concerns.
Closing Statement
Prime Minister Carney,
The legitimacy of a government and the territorial rights of a nation are separate matters. Canada must distinguish between its position toward the Islamic Republic and its respect for Iran and the rights of its people.
Iran belongs to the Iranian people. Its independence, sovereignty, and territorial integrity transcend governments, political differences, and foreign interests.
We urge your government to correct its October 28 statement and uphold Canada’s commitment to international law, principled diplomacy, and respect for national sovereignty.
We respectfully request a formal response from your office.

(Global Affairs Canada)
