Urge Malaysia to sign the 1951 UN Refugee Convention
The Issue
Having witnessed firsthand the struggles of refugees in Malaysia, I am compelled to bring attention to an issue that has long been overlooked. Refugees in Malaysia live without basic human rights and legal protection, creating a precarious and often desperate situation. Despite Malaysia's economic growth and increasing global presence, it remains one of the countries that has not yet signed the 1951 UN Convention Relating to the Status of Refugees, or its 1967 Protocol.
The 1951 UN Refugee Convention is an international legal document defining who qualifies as a refugee, their rights, and the legal obligations of states to protect them. By not being a signatory, Malaysia denies refugees the opportunity to secure employment, receive education, and access healthcare. They are often forced to live in the shadows of society, vulnerable to exploitation, with no avenues for a stable future.
Currently, there are tens of thousands of refugees from countries like Myanmar, Syria, and Yemen living in Malaysia. Many are escaping war, persecution, or violence, seeking a safe haven in a country known for its diverse and inclusive culture. Yet, without legal recognition and protection, their plight remains dire. According to the UNHCR, as of 2021, there were about 179,570 refugees and asylum-seekers registered in Malaysia, of which nearly half are children who cannot access formal education and other essential services.
Signing the Convention would not only align Malaysia with global human rights standards but also allow the country to manage the refugee situation more effectively. Legal recognition can foster improved lives for refugees, enabling them to contribute positively to Malaysian society. Research shows that refugees, when integrated adequately, can boost economic growth through a diverse labor force, entrepreneurship, and cultural enrichment.
To the Prime Minister of Malaysia, we appeal to your leadership in setting a precedent for Southeast Asia by embracing the human rights of refugees and offering them the dignity they deserve. Let this be a turning point towards compassion and legal protection for all individuals who seek refuge and hope.
