The Issue

As an animal lover and concerned citizen of Bahrain, I feel compelled to address the inadequacies in our legal system that fail to protect the most vulnerable among us—our animals. Currently, under Article 395 of Bahrain's Penal Code and the GCC Unified Animal Care Law, acts of severe animal torture, poisoning, and intentional culling are categorized merely as misdemeanors with insignificant penalties or fines. These punishments do not serve as a deterrent, allowing the horrific acts of violence against street animals to continue unfettered in our communities.

Research in criminology has established a disturbing link between animal cruelty and subsequent violent crimes towards humans, creating a public safety issue that extends beyond animal welfare. Furthermore, communities may suffer from heightened fear and reduced quality of life as such crimes go unpunished. Thus, our existing legislation not only fails animals but also endangers citizens.

We propose an amendment to Bahrain's Penal Code to classify animal cruelty as a felony offense, imposing commensurate jail time and fines that reflect the seriousness of these acts. Additionally, we require a lifetime ban on owning animals for those convicted of animal abuse. Such measures have proven effective in other countries, dissuading potential offenders and conveying a zero-tolerance policy toward animal cruelty.

By updating our laws, Bahrain can position itself as a leader in animal welfare in the region, showing our commitment to advancing human rights, safety, and compassion. Strengthened legislation will not only protect our animals but also foster a more humane and safe environment for all citizens.
