Williamsburg Community Recreation Center Facility Updates Proposal

About Legacy Group & The Rec Center:

  • Vision
    • The Legacy Group formed in 2021 to serve the community as a whole, as well as utilize the Rec Center for the intended purposes it was built for by Ron Holden.
  • Goal
    • Legacy Group’s goal remains: to provide health/fitness and sports programming for the Williamsburg community and surrounding areas. We strive to maintain the well-balanced partnerships we’ve established. We value and prioritize our relationships with the Williamsburg Community School District, Williamsburg Community Preschool, 212 Sports Academy, Bloom and the City of Williamsburg.
    • Your support is vital to fulfilling our vision for a modern, more accessible, and dynamic recreational facility. With your help, we can ensure that the Rec Center continues to serve as an engine of physical wellness and community cohesion for Williamsburg and beyond. Please sign this petition to advocate for upgrades to our Rec Center that mirror the needs and expectations of our growing, thriving community.

  • Purpose
    • We are committed to maintaining manageable, low-priced services for our programming, as well as for the facility usage. It is essential to provide as much accessibility as possible for our community!
      Proposed Renovations/Upgrades/Addition:
  • Past→ Future
    • Since the build of the Rec Center in 2002, there have been minimal updates to the facility itself. We propose evaluating the current needs of our facility and formulating a plan that accommodates for the future.
    • Areas of need:
      • Repurpose unused racquetball room
      • Update & expand weight room
      • Building addition for dedicated class space
  • Plans
    • Repurpose racquetball room:
      • Eliminate dividing wall between racquetball and weight room to create a doorway joining the spaces.
      • Utilize the exterior wall to add windows and bring natural light into the space.
      • Small turf area for training.
    • Updated weight room:
      • Original flooring needs to be replaced after 20+ years.
      • Utilize the exterior wall to add windows and bring natural light into the space.
      • Expand the weight room square footage by joining the racquetball room and utilizing it for additional weight equipment.
      • Update equipment that was original with the building.
    • Building addition:
      • Propose 50’X75’ addition on the south side of the facility.
      • Will function as dedicated class space.
      • Majority of our fitness classes are held in the main gym area of our facility.
        • Equipment cannot be moved in for storage and creates safety concerns.
        • Equipment longevity is a concern due to improper use when it cannot be stored.
        • Equipment cannot be accessed and utilized by patrons while other programming/rentals are held in gym space.
        • Accessibility to fitness AND programming increases with additional space.
      • Could be accessed directly through addition, rather than the main facility, by patrons when events are held. I.e.: Prom, 212 tournaments, Pheasant Forever Banquet, etc.
  • How
    • Our proposed plan of action does not affect the city budget and utilizes funds that are already set aside specifically for these purposes/facility.
  • Weight room:
    • Our preference is to utilize the existing equipment fund for the updated weight room equipment:
      • Retain what we can, sell equipment that we replace, do our due diligence by getting multiple bids on equipment.
      • Equipment bids were given in 2024 from Fitness Direct, Life Fitness, Push Pedal Pull, Rogue and Treadmill Heroes.
      • On the final page you will see a breakdown of more specific plans and quote prices. We plan to go with Treadmill Heroes (local business + best prices) and Rogue.
    • As of 2024, the Equipment Fund principal was $175,000 and the interest was $7,591.
  • Facility addition:
    • Our preference is to utilize the existing TIF fund for the designated class room addition.
      • We’ve spoken with local contractors to get educated on what is required for our vision.
      • We’ve received starting estimates from local contractors to determine next steps.
      • Bid from Jensen Construction for weight room & racquetball court renovation was $82,812.
    • As of 2024, the TIF Fund value was $1,001,101.32 and the interest was $207,982.50.
  • Allocated Funds
    • It is important to note that both the equipment fund and the TIF fund have been allocated specifically for Rec Facilities. They are intended for the upkeep, improvements and general operating costs of the facility.
Our responsibility is to be as conservative as possible and retain as much of these funds for future use as possible, while also seeking new opportunities for growth. With a facility that hasn’t received many updates in over 20 years since establishment, we believe this is a worthy investment to serve a variety of people in this community.

Weightroom Specific Breakdown:

For reference- Highschool Performance Center Equipment cost: Over $200,000(Not to say that the funds were not worth it or that these are the same projects, just to give an idea of us being as conservative as we can for a room utilized by the majority of the active community)
