University of Delaware: Demand Immediate Administrative Accountability and Emergency Safety Reform

Following the Main Street mass shooting, UD parents and students demand an emergency alert overhaul, proactive crowd intervention, and real administrative accountability.

To President Laura Carlson, the University of Delaware Administration, Chief Patrick A. Ogden and the University of Delaware Police Department (UDPD):

We, the undersigned parents and students of the University of Delaware, are writing to express our profound outrage, disappointment, and lack of confidence in the University’s proactivity, emergency response, and subsequent communication regarding the mass shooting on East Main Street on Halloween night.

While the University administration attempts to distance itself from accountability by hiding behind city vs. campus jurisdictional boundaries, the reality is undeniable: East Main Street runs directly through the heart of our campus ecosystem. Academic buildings, the student center, Book store, major university residence halls and vast networks of off-campus student apartments and houses directly line and surround this corridor. The safety of Main Street is inextricably linked to the safety of UD students, whether they live in a dormitory or an off-campus apartment.

The systemic failures before, during, and after this tragedy have left our community feeling vulnerable, neglected, and dismissed. We demand immediate action and systemic reform on the following fronts:

1. Proactive Crowd Management and Intelligence Gathering
The massive, non-student "takeover" of Main Street on Halloween night was heavily publicized and trended across multiple social media platforms for an entire week leading up to the event.

* The Failure: The University failed to monitor these widely public safety threats, or chose to ignore them, taking zero proactive measures to dissipate an escalating, volatile mob directly outside student housing.

* The Demand: We demand that UDPD work proactively with Newark Police to establish preventative staging, crowd-control protocols, and strict identity-checking or dispersal ordinances when massive unpermitted gatherings threaten campus borders and student neighborhoods.

2. Critical Overhaul of the UD Alert System
The emergency notification system failed in its most basic duty: to provide clear, accurate, and life-saving directions during an active threat.

* The Failure: Alerts were delayed, failed to reach numerous students entirely, and lacked critical detail. Sending an alert that simply stated "police activity" and told students to "steer clear of the area" was dangerously inadequate. For the thousands of students residing in dorms and off-campus housing that border Main Street, exiting their buildings to "steer clear" would have put them directly into the line of fire. The directive should have explicitly been an immediate Shelter-in-Place.

* The Demand: We demand an immediate, transparent audit of the UD Alert infrastructure to fix system drops for both on-campus and off-campus students, alongside a mandatory protocol change ensuring that any active-shooter or mass-casualty event triggers an immediate, unambiguous "Shelter-in-Place" order.

3. Administrative Accountability and Timely Communication
The vacuum of information from the administration in the hours following the shooting was unacceptable. Gunfire erupted at 11:14 PM, yet families and students were left in terrifying silence until 9:30 AM the following morning. Furthermore, subsequent emails from President Carlson have focused heavily on public relations and external commentary rather than shouldering the weight of administrative accountability for student safety.

* The Demand: We demand a formal, transparent timeline of the incident from UD leadership, a town hall meeting for parents and students to voice safety concerns with virtual attendance option, and concrete policy changes rather than deflective rhetoric.

Conclusion
We refuse to accept the narrative that because this mass casualty event occurred on a public asphalt street, it is not UD's responsibility. UDPD has the authority, the obligation, and the resources to protect this community. We demand that the University of Delaware administration stop deflecting, accept accountability, and implement these vital safety changes immediately. Our children’s lives depend on it.
