نداء ١١ تموز الاغترابي

نحن الحاضرين مجالس وشخصيات اغترابية لبنانية حول العالم، نعلن اليوم في ١١ تموز ٢٠٢٠، إطلاق "نداء ١١ تموز الاغترابي" بعدما بلغت الأزمة الاقتصادية المستفحلة في لبنان مستوياتٍ خطرةً باتت تهدد اللبنانيين بلقمة عيشهم، من دون أن تلوح في الأفق بوادر لحلول يمكنها انتشالهم من محنتهم في المرحلة المقبلة.

يأتي هذا النداء في خضم التحركات الشعبية التي انطلقت منذ أشهر، واستجابة لمعاناة المواطنين اللبنانيين -مقيمين ومغتربين- من الوضع الاقتصادي السيء مع انهيار العملة الوطنية، فضلاً عن السطو على ودائع الناس الذين عملوا جاهدين لسنوات طويلة على جنيها؛ لتذهب سدى جراء تدهور قيمة العملة الوطنية يوماً بعد يوم؛ في ظل غياب أي مخارج أو حلول واضحة لوضع حد لهذا الانهيار.

فعلى مدى عقودٍ طويلة شكّل المغتربون اللبنانيون الداعم الأول والأساسي للبنان؛ سواء عبر تحويلاتهم المالية، أو بمعارفهم وخبراتهم. ورفعوا اسم لبنان عالياً في دول الاغتراب. إلّا أن الدور الذي كان من المفترض أن يمارسه المغتربون في لبنان، خضع مثل العديد من الأمور، إلى تقويض وتحجيم وتشويه من قبل السلطة اللبنانية بمختلف وجوهها ومؤسساتها؛ ليقتصر فقط على ضخ الأموال في النظام المالي والمصرفي، ما ساهم في إطالة عمر هذه السلطة، واستفحالها في الفساد والصفقات التي أوصلت الأوضاع إلى ما آلت إليه.

صحيح أن تبعات الأزمة الاقتصادية القاسية التي نعاني منها اليوم كارثية على اللبنانيين جميعاً. وقد نالت من قيمة الأجور والمدخرات، وتهدّدهم اليوم في حاجاتهم الحياتية الأساسية من مأكل وطبابة وسكن وتعليم. لكن هذه الأزمة بوجهها الآخر هي أيضاً فرصة ذهبية تلوح أمامنا لبناء الدولة التي طالما حلمنا بها. لذلك، وفي هذه المرحلة المفصلية من تاريخ لبنان، نجد أنفسنا أمام مسؤولية وطنية لإنقاذ ما يمكن إنقاذه، وإعادة صوغ دور الاغتراب اللبناني في بناء الدولة التي نطمح إليها.

وعليه، نعلن ما يلي:

- إطلاق ورشة عمل مكثّفة تضم المغتربين اللبنانيين في جميع أرجاء العالم لوضع خطة عمل قوامها أنّ الاغتراب سيكون عنصراً محرِّكا وليس محرَّكا، وسيلعب دوراً فاعلاً في بناء الدولة الجديدة؛ من خلال الاستفادة من خبرات ومعارف وقدرات المغتربين اللبنانيين حول العالم.

- على المدى البعيد، نرى أنه لا يوجد سوى حل واحد يمكن الانطلاق منه وهو بناء دولة القانون؛ واعتماد طريقة نخرج بها من هذه الأزمة، وكيفية توزيع الخسائر الناجمة عنها. فهي الأسس الأولى لشكل الجمهورية التي نريد.

- التأكيد على وحدة لبنان واللبنانيين وتعزيز وتقوية مفهوم الانتماء للوطن.

- ضرورة تحمّل الجهات المعنيّة لمسؤولياتها تجاه الأزمة، سواء الحكومات والمجالس النيابية المتعاقبة، والمصارف، ومصرف لبنان. 

- عدم مشروعية قضم أموال المودعين المقيمين والمغتربين.

- الطلب من أصحاب وأعضاء مجالس إدارة المصارف إعادة أموالهم التي أخرجوها من البلد في الفترة الأخيرة.

- ضرورة تشكيل هيئة لاستعادة الأموال المنهوبة، وإصدار عفو خاص لمدة ٦ أشهر لكل من يعيد الأموال المنهوبة طوعاً.

- تنظيم عملية تدفق الأموال وتبسيط التحويلات المالية بما يسمح بالتوسع في تطبيق قرار وآليات الـ FRESH MONEY ليشمل العمليات المالية الداخلية.

11 July Diaspora Call

We, Lebanese councils and expatriates around the world, announce today, on July 11, 2020, the launch of the 11th July Diaspora Call as the ever-growing economic crisis in Lebanon has reached dangerous levels affecting the Lebanese people’s decent life. There are no signs of solutions that can end their plight in the near future. 

The Call comes in the midst of popular movements that started months ago. It is a response to the suffering of the Lebanese citizens, residents and expatriates from the bad economic situation and the collapse of the national currency because of the theft of hard-earned deposits of the people. The deposits were wasted due to the deterioration of the national currency value day after day in the absence of any clear solutions.

For decades, Lebanese expatriates have been the primary and fundamental supporters of Lebanon either through financial transfers or with their expertise and experience. They have raised the name of Lebanon high in the countries of expatriation. However, the role that expatriates were supposed to play in Lebanon has been, like many other things, undermined and curtailed by the Lebanese government, its various agencies and institutions. This role has been limited only to pumping money into the financial and banking system. The undermining of the Lebanese expatriates contributed to the corruption of the government and the corrupt deals leading to the current situation.

The consequences of the severe economic crisis that we are experiencing today are catastrophic for all Lebanese people. Wages and savings have diminished. Today, this crisis threatens people and prevents them from accessing basic needs including food, medicine, housing and education. 

This crisis necessitates us to build the country that we have always dreamed of. Therefore, at this critical stage in the history of Lebanon, we find ourselves faced with a national responsibility to save what can be saved and to reformulate the role of Lebanese Diaspora to build the country that we want.

Thus, we declare the following:

- Launching an intensive workshop for Lebanese expatriates all over the world to develop an action plan indicating that diaspora will be a driving element, rather than a driven element. It will play an active role in building the new country by benefitting from the expertise and capabilities of Lebanese expatriates all over the world.

- In the long run, we see that there is only one solution from which we can start, that is to build a state of the law; adopt a way to get out of this crisis, and share the losses resulting from it. These are the first foundations of the republic that we want to build.

- Emphasizing the unity of Lebanon and the Lebanese people, strengthening and enhancing the concept of belonging to the nation and the country.

- The authorities concerned must assume their responsibility. 

- It is illegal to attach the funds of resident and expatriate depositors.

- Requesting the bankers and members of banks' boards of directors to get back the funds that they moved out of the country.

- It is necessary to form a commission to recover the stolen money and issue a special pardon for six months to all who voluntarily return the stolen funds.

- Organizing the flow of funds and streamlining financial transfers, allowing expansion of FRESH MONEY decision and mechanisms to include internal financial transactions.

Unir los esfuerzos de expatriados para apoyar al Líbano

A la luz de la excepcional crisis económica experimentada por el Líbano y las esperanzas de muchas personas de que los expatriados libaneses desempeñen un papel fundamental para salvar al país, 50 expatriados libaneses de 17 países celebraron una reunión virtual el 11 de julio para anunciar la formación de la “La llamada del 11 de julio de la Diaspora".
Este llamado tiene como objetivo unir los esfuerzos de los expatriados libaneses para apoyar al Líbano y discutir los mejores métodos y soluciones para salvar al país a través de la participación activa de los expatriados en la próxima etapa.
Asistieron a la reunión expatriados de Italia, Francia, Bélgica, México, Brasil, Estados Unidos de América, Arabia Saudita, Emiratos Árabes Unidos, Kuwait, Túnez, Marruecos, Irak, Gran Bretaña, Australia, Países Bajos, Suecia y Alemania.
La "Llamada de la Diáspora del 11 de julio" se produce en medio de movimientos populares que comenzaron hace meses. Es el resultado del sufrimiento de los ciudadanos, residentes y expatriados libaneses por la mala situación económica y el colapso de la moneda nacional debido al robo de los depósitos de la gente ganados con tanto esfuerzo. Los depósitos se desperdiciaron debido al deterioro del valor de la moneda nacional día tras día en ausencia de soluciones claras.
La reunión discutió la situación económica en el Líbano y el papel de los expatriados en la búsqueda de soluciones a la crisis. Los participantes emitieron una declaración en la que presentaron sus puntos de vista sobre la situación en el Líbano. Pidieron a los otros consejos libaneses de expatriados que firmen la declaración y se unan a esta iniciativa para unificar los esfuerzos de los expatriados en interés del Líbano y del pueblo libanés.
La reunión hizo las siguientes recomendaciones:
- Lanzamiento de un taller intensivo para expatriados libaneses en todo el mundo para desarrollar un plan de acción que indique que la diáspora será un elemento impulsor, más que un elemento impulsado. Desempeñará un papel activo en la construcción del nuevo país al beneficiarse del conocimiento y las capacidades de los expatriados libaneses en todo el mundo.
- A la larga, vemos que solo hay una solución a partir de la cual podemos comenzar, que es construir un estado de derecho; adopte una forma de salir de esta crisis y comparta las pérdidas resultantes de ella. Estas son las primeras bases de la república que queremos construir.
- Enfatizar la unidad del Líbano y el pueblo libanés, fortaleciendo y mejorando el concepto de pertenencia a la nación y al país.
- Las autoridades interesadas deben asumir su responsabilidad.
- Es ilegal la adquisicion de fondos de depositantes residentes y expatriados.
- Solicitar a los banqueros y miembros de las juntas directivas de los bancos que recuperen los fondos que se mudaron del país durante el último período.
- Es necesario formar una comisión para recuperar el dinero robado y emitir un indulto especial durante seis meses a todos los que devuelvan voluntariamente los fondos robados.
- Organizar el flujo de fondos y agilizar las transferencias financieras, permitiendo la expansión de la decisión de DINERO FRESCO y los mecanismos para incluir transacciones financieras internas.
