The Issue
HIPAA stipulates no minimum time period to pass, before a state can allow a hospital to destroy an American Citizen's medical records (after that Citizen's last discharge from that hospital)...This fact, along with a Federal Prosecutor's ability to seal these medical records from lawfully-deserving family members or entities, effectively provides a Statute Of Limitations for the crime of murder (via medical means), which circumvents U.S. Law (regarding there being no Statute Of Limitations for murder).
