USPS Enforcing Publication 399: This Affects eBay Sellers Worldwide With Carrier Pickups

The Issue

As eBay sellers, we need to join together and get this rule lifted by signing this petition.  This effects how our packages are handled & how scans are shown in the eBay system and could reflect late shipping on our dashboards that will result in fees being increased because of our seller performance levels dropping and not complying with eBay policies when it comes to our businesses. 

If carriers are not allowed to scan more than 5 of our packages then the rest is left in the hands of USPS without anything showing they legally have our packages in hand.  Who will be held responsible for the item if the rest are never scanned or never shows up at the delivery location? US the sellers will be held responsible because we can't prove they were ever received by USPS.

Explanation:

 USPS Publication 399/5 scan rule 

Delivery / Pickup Unit: 9. In the event, a carrier arrives at a delivery point and finds packages for pickup and there is no package pickup request of PS Form 5630 presented, the carrier will still collect all available mail. 

A.) If there are five (5) or fewer pieces requiring an acceptance scan, the carrier must scan each piece.

B.) It "is not" required that the carrier scan each piece if a lot of parcels (6 or More) are being picked up.

Q&A: 

Is it legal for management to do this?

Answer: Management can implement an Operation Change with a new mail count, but it is must be done after mail count as well. Something to be considered is when customers with heavy carrier pick-up move off a route, a carrier’s evaluation does not fall. The carrier continues to get paid until the next mail count.

****** Add to that, that after the new 2018 mail count, the carriers will not be paid for the scans over 5 but they "will not" be doing the scans over 5. That is the way the current mail count system works. The new time study is complete and will be implemented in the future.
