The US Department of Health and Human Services (DHHS) is led by Secretary Xavier Berrera.  

The CDC (Center for Disease Control and Prevention) and FDA (Food and Drug Administration) are sister agencies of the same single federal department of the United States' government - that is the US Department of Health and Human Services (DHHS).

The CDC issues guidance on masking and encourages the injection of non FDA approved substances into the country's population.

The FDA provides 'Emergency Use Authorization' (EUA) of substances it can't or won't affirmatively approve that the benefits outweigh the risks of regular use by the people in the United States. 

As stated at the FDA website: "If FDA grants an approval, it means the agency has determined that the benefits of the product outweigh the known risks for the intended use."  

Instead of providing approval for the substances it is allowing to be called a vaccine the FDA states: "The Pfizer-BioNTech COVID-19 Vaccine is an unapproved vaccine." and that "Serious and unexpected side effects may occur. Pfizer-BioNTech COVID-19 Vaccine is still being studied in clinical trials." 

Even though the FDA states the substance is unapproved and serious side effects may occur its "Emergency Use Authorization" says "The FDA has authorized the emergency use of the Pfizer-BioNTech COVID-19 Vaccine to prevent COVID-19 in individuals 12 years of age and older under an Emergency Use Authorization (EUA)." But no where is any authorization given to anyone to administer this substance to any child younger than 12, ever. 

About Moderna the FDA confirms: "There is no U.S. Food and Drug Administration (FDA) approved vaccine to prevent COVID-19."

Moderna further confirms its product is not authorized in any case to be given to minors: "The Moderna COVID‑19 Vaccine has not been approved or licensed by the US Food and Drug Administration (FDA), but has been authorized for emergency use by FDA, under an Emergency Use Authorization (EUA), to prevent Coronavirus Disease 2019 (COVID‑19) for use in individuals 18 years of age and older. There is no FDA-approved vaccine to prevent COVID‑19."

The FDA facilitates the availability of non approved substances that have not completed their clinical trials to be introduced into the bodies of human beings, and the CDC publicizes information strongly advocating their use.  

Both agencies report to the same Office of the Secretary that is headed by one man - Xavier Berrera, Secretary of the US Department of Health and Human Services.
