Dogs/ Pets Do Not Belong In Shopping Carts In Grocery Stores!

While grocery shopping on several occasions in various stores, I have observed dogs riding inside of shopping carts. This greatly disturbed me; when I saw a dog relieve himself in the basket onto the floor, I was outdone!
I do understand how much people cherish their pets, however it crosses the line when you violate other's rights to feel comfortable about placing food items in a grocery cart. While some of these grocery outlets do offer sani-wipes to wipe down your cart, I don't feel it's enough. Dogs carry parasites, germs and allergens that should not be allowed around food; it's unsanitary! No matter how clean you think your pet is, it's still not clean enough to be in the same cart as food.
I've reported my concerns to store management as well as corporate, they tend to be fearful of lawsuits if they intervene. I've discontinued shopping at some stores because of this, but I'm running out of options.
I'm asking for a law or regulation to be set in place, or enforced if already in place that forbids dogs, or any other pet to ride inside grocery carts in establishments that sell food.
The law or regulation should be boldly posted at the entrances of said establishments and strictly enforced.
