The USDA intends to withdraw the Organic Livestock and Poultry Practices (OLPP) rule (“organics rule”) from the national organic program. This rule, which has been under consideration for more than ten years, was approved as a final rulemaking action by the executive branch at the beginning of 2017 with overwhelming support from organic livestock producers and consumers alike.This rule allowed consumers to ensure that their "organic" meats and dairies come from farm-raised animals that have been treated humanely.
The new Administration has delayed the rule’s implementation three times since it was adopted in January prior to the recent announcement that the USDA intends to kill off the program in its entirety. Family farmers have been advocating for the elements in the final rulemaking approved earlier this year for two decades. These farmers opt into the program, and no one forces them to participate in the organic program.
This latest USDA decision codifies the big rift between the majority of certified organic producers, who follow the spirit of the law, and the fewer, much larger producers who seek to gain market advantage, primarily by continuously confining animals that are required by law to have outdoor access. The USDA’s ruling preserves the status quo and fails to establish the USDA Organic label as the “gold standard” for organics that OLPP promised.
With this overturn, farm animals and especially birds are no longer protected from inhumane treatment and us as consumers are no longer guaranteed the "organic" label.
