Cover birds, rats, and mice in the Animal Welfare Act

The Animal Welfare Act covers dogs, cats, monkeys, guinea pigs, hamsters and rabbits. But, it does not include birds, mice and rats. If they were included, they would be included in the yearly US registry and people would realize how many of these animals are used in testing. That would greatly empower advocates to oppose animal testing. It would also limit Class B dealers from selling these animals off the streets.
