Protection for the elderly & disabled from deceitful marketing practices.

Protection for the elderly & disabled from deceitful marketing practices.
The Issue
I have heard similar stories from others, especially senior citizens. I shall share my own story.
In May of 2012 I discovered that my Internet access cost had risen from $28/month to $55/month, which, being on fixed income (small pension and Social Security) I could not afford. I telephoned my provider, AT&T, and was told that my $28 charge has a "special' that had ended. However, I could reduce the costs by bundling Internet, land-line telephone (which I don't need), and cell phone (which I already had from another provider) for only $72/month. Somehow, I agree. In June I paid AT&T $200, which I thought covered all of the new charges. Then, in July, I received 2 statements totaling in excess of $200, I telephoned for an explanation and was told that these bills included "other charges" which I had not been told would be due. I attempted to terminate all services but was told that I cannot.
We senior citizens, especially those like me, who are disabled and have psychological problems, are very easily manipulated. WE need to be protected from this type of marketing by someone. Please help us.
