Economic and diplomatic measures against Pakistani State sponsored terror

The Issue

Thank you for your heartfelt sympathy and support to India during the gruesome, dastardly attack in Pulwama, where more than 49 Indians were murdered by JeM suicide bombers directed by Pakistan ISI.  Despite the fact that the responsible JeM terrorists were found and killed by Indian forces within hours after the attack, the puppet government of Pakistan deplorably denies responsibility. This is the same government that has taken no action to date on the ample evidence from the 2008 Mumbai attacks that killed citizens of several countries, and also of several other attacks on India since. Those that now shamelessly preach self-restraint to India should introspect on their own complicity in expanding Pakistani terror networks' capabilities hundred-fold in the intervening period.


It is clear that all parts of Pakistan, including the so-called ‘civilian’ government are directly involved in terror as state policy.  They want to build the physical LinkedIn of all terrorist organizations because they think this gives them global reach, international stature, ability to ‘punch above their weight’ and influence policy anywhere in the world in their favour. Anyone with a ‘destruction of humanity’ mindset is a welcome friend to this network. The world community needs to urgently disabuse Pakistan of this dangerous delusion, in a permanent and persistent manner. ‘Business as usual’ with Pakistan only emboldens Pakistan and makes matters worse. As the saying goes, the milk you feed a snake comes back out as poison.

Pakistani-origin terror has struck in places as far afield as California, UK, Paris, Rotterdam, and many others besides India, Afghanistan and Iran. This, in addition to the mass grooming, rape and other Pakistani-criminal networks of Rotherham, Rochdale, Wolverhampton and elsewhere. Their reach and capabilities are only expanding.  Maximum deniability is designed into Pakistan’s terrorist operations, making a mockery of international norms and severely frustrating international cooperation, rule of law and action.


We’re writing to request you to enact the following measures in solidarity with India, to let Pakistan know that the world is not buying their lies and will hold them accountable for State sponsored terrorism. We implore you to

  1. Drastically cut down your country’s imports from Pakistan. Acquire those items from India instead.  Examine your country’s trade rules for these items to see if they advantage Pakistan over India. If so, please correct the rules to level the playing field.
  2. Declare Pakistan a State sponsor of terrorism.
  3. Deny Pakistan any military and economic aid, deny military exports to or from Pakistan.
  4. Deny visas to Pakistani current and former military personnel and diplomats. If they’re visiting your country, they’re likely engaging in terrorist activation and indoctrination on the side.
  5. Support efforts in FATF, UN and other multilateral fora to cut out all funding and aid to Pakistan until they eliminate Pakistani-origin terror in other countries.  Pakistan is the single biggest risk to world peace and prosperity. Unless the thriving Pakistani laboratories and factories of terror are eliminated, every country is at risk.  Hurting Pakistan economically is the first step to see if we can collectively get them to change their behavior.
  6. Take whatever additional diplomatic measures are possible, to let Pakistan know that Terror and Trade cannot go hand in hand.
  7. Indians and the Indian diaspora are watchful and weary of the countries and companies that benefit from the growing Indian economy, turn around and  feed the Pakistani terror complex via aid to and imports from Pakistan. We urge you to correct this immediately.
  8. The book ‘Military Inc.’ and others outlined how economic relations with Pakistan directly fuel the military to perpetuate terror networks. Sanction the personnel and freeze the assets of these Pakistani ‘military-industrial complex’ companies.
  9. We urge you take all the above measures, all of which are especially low risk for your country but likely effective, to demonstrate the sincerity of your words and follow-through. Pakistan is counting on incoherent international action. Let’s prove them wrong. The security of democracies and civil societies, including yours, depends on your actions today.
