For too long the Industrial Fishing sector has pillaged the ocean for more that it's fair share. 

No policing of laws to control the hugely detrimental effects they're causing to fish stocks and the ocean's eco system as a whole will eventually kill off the ocean and all life with it.

A change in laws is clearly needed to prevent 1. Over fishing 2. By catch 3. Irreversible damaged to the ocean's eco system, and finally 4. Waste/garbage they leave in the ocean.
