The UCI has a rule that states that World Championship jerseys may only be worn with team-issue bib shorts or white bib shorts.

This in effect prohibits the wearing of black shorts with a World Championship jersey, which goes against good taste and the history of the sport, when championship and leaders jerseys were always worn with standard team-issue shorts and standard team-issue shorts were always black.
