

Unfair Deposit Retention at the University of Hull
The Issue
We, the undersigned students, applicants, parents, supporters, and members of the international education community, respectfully urge the University of Hull to review its current tuition fee deposit refund policy for international applicants whose UK Student Visa applications are refused after a UK Visas and Immigration (UKVI) credibility interview.
International students make significant financial sacrifices to pursue higher education in the United Kingdom. Many families invest years of savings, sell assets, or borrow money to pay tuition deposits with the genuine intention of studying at the University of Hull. Unfortunately, some students receive a visa refusal after attending a UKVI credibility interview. While the refusal ends their ability to enrol at the University, they also face the loss of substantial tuition deposits despite never commencing their studies or receiving any educational services. We believe this outcome creates unnecessary financial hardship for genuine applicants who acted in good faith throughout the admissions process.
Our Concerns:
We respectfully request the University to consider the following concerns:
Students whose visas are refused following a UKVI credibility interview are unable to enrol and therefore do not receive the educational services for which the tuition deposit was intended.
Many affected students have already incurred significant expenses, including visa fees, immigration health surcharge payments (where applicable), document preparation costs, language testing fees, travel-related expenses, and educational consultancy fees.
The financial impact is particularly severe for students from developing countries, where tuition deposits often represent several years of household income. Many students accepted their offers believing that the deposit demonstrated their commitment to studying rather than functioning as a non-refundable financial penalty. A compassionate and transparent refund policy would strengthen the University's reputation as a fair and student-focused institution.
Our Request
We respectfully ask the University of Hull to:
- Review its current refund policy relating to visa refusals following UKVI credibility interviews.
Introduce a fair refund process for genuine students who are unable to study because their visa applications have been refused.
Consider partial refunds where administrative costs have been incurred, rather than retaining the full tuition deposit.
Ensure that refund policies are communicated clearly and prominently to applicants before tuition deposits are paid.
Engage with affected students to identify practical and compassionate solutions.

International education is built on trust, fairness, and mutual respect. Students choose the University of Hull because they believe in its academic values and commitment to supporting learners from around the world. A fair review of this policy would demonstrate compassion for genuine students while reinforcing the University's reputation as an institution that values integrity and fairness.
