In Italia oggi non esiste una tracciabilità strutturata degli equini dopo la fine della carriera sportiva.Una volta usciti dai circuiti agonistici, molti equini escono anche dal perimetro di responsabilità del sistema.Ma anche dove la tracciabilità esiste, resta un limite fondamentale: sapere dove si trova un equino non significa garantire come vive.

Per questo la richiesta non si ferma ai principi. Accanto al riconoscimento dell’equino come soggetto, proponiamo strumenti concreti e verificabili, tra cui:un Fondo Post-Carriera autogenerato, fondato sul valore prodotto dall’equino durante la carriera sportiva; una tracciabilità continua, dall’inizio della vita del soggetto, non limitata alla sola fase sportiva; criteri chiari di accesso, indipendenti dal proprietario e dal contesto territoriale; tabelle applicative, sistemi di monitoraggio e meccanismi di condizionalità, per garantire coerenza e verificabilità. Gli strumenti, tradizionalmente utilizzati dall’uomo per orientare il comportamento dell’equino al raggiungimento di un fine umano, devono essere pensati anche come oggetti capaci di restituire all’equino continuità e certezze nel tempo, affinché il suo futuro non dipenda dal rischio di dover essere salvato.
Esporre un equino al rischio di dover essere salvato significa non garantire il valore che ha generato come soggetto produttivo e rendere evidente il fallimento nell’applicazione dell’articolo 13 del Trattato sul Funzionamento dell’Unione Europea.
Il salvataggio non indica il fallimento dell’equino, ma quello degli strumenti.
Solo così la responsabilità diventa misurabile, strutturale e indipendente dal caso, anche oltre la fase produttiva.

🇬🇧 The Equine as a Subject, Tools as Instruments of Implementation

In Italy today, there is no structured post-career traceability system for equines once their sporting career ends.
When equines leave competitive circuits, they often also leave the system’s sphere of responsibility.
But even where traceability exists, a fundamental limit remains:
knowing where an equine is does not mean guaranteeing how they live.
For this reason, the request does not stop at principles alone.
Alongside the recognition of the equine as a subject, we propose concrete and verifiable tools, including:
a self-generated Post-Career Fund, based on the value produced by the equine during their sporting career;
continuous traceability, from the beginning of the equine’s life onward, not limited to the competitive phase;
clear access criteria, independent of ownership and territorial context;
application tables, monitoring systems and conditionality mechanisms, to ensure consistency and verifiability.
Tools, traditionally used to orient equine behaviour towards human purposes, must also be conceived as instruments capable of providing continuity and certainty over time, so that the equine’s future does not depend on the risk of being rescued.
Exposing an equine to the risk of rescue means failing to guarantee the value generated as a productive subject and reveals a failure in the application of Article 13 of the Treaty on the Functioning of the European Union.
Rescue does not indicate the failure of the equine, but of the tools.
Only in this way can responsibility become measurable, structural and independent of chance, even beyond the productive phase.
