"I saw a Joseon-person poisoning a well in Fukushima!"

 

This was posted on Twitter 18 minutes after a 7.3 Richter earthquake occurred in the waters off Fukushima Prefecture at 11:08 pm on February 13, 2021.

 

Amid the confusion of the Great Kanto Earthquake on September 1, 1923, rumors such as 'The Joseon people poisoned the wells' and 'Joseon people are setting fire' were spread, and thousands of Joseon people were slaughtered by vigilante corps.

 

Joseon people killed at that time is estimated to be more than 6,000.

 

The reason that tweet about the terrible genocide being able to be tweeted was due to the wrong conception about the massacre of Joseon peoples during the Great Kanto Earthquake and the hatred and discrimination toward Koreans.

 

This is not simply a matter of the person who tweeted.

 

Kotoe Hashimoto, a member of Japan's right-wing organization the 'Nippon Kaigi(Japan Conference)', and a former candidate for the 'Party of Hope' in the 2017 House of Representatives elections, she said, through her Twitter account, "There are people who are bringing in conspiracy that Joseon people were slaughtered after the Kanto earthquake", and insisted, "We must never forget the immigrants who raped Japanese women after the Great Earthquake."

 

Professor Mark Ramseyer of Harvard Law School, known as a pro-Japanese scholar, followed the claim of the Japanese right wing and wrote a thesis claiming that Joseon people lost their lives because Joseon people committed arson and other crimes during the 1923 Great Kanto Earthquake. And after that, he has been asked to revise the facts for distorting the truth.

 

Yuriko Koike, Governor of Tokyo, Japan, has not sent a memorial message for four consecutive years since 2017 to the memorial service to commemorate the souls of the Joseon people slaughtered during the Great Kanto Earthquake.

 

In this way, the Japanese right-wing are systematically reducing and concealing the massacre of the Joseon people in the Great Kanto Earthquake, and to distort the memory with remarks such as 'the Joseon people deserved the massacre', 'the Japanese vigilante was for a defensive purpose against Joseon peoples' misconduct.'

 

The reason this kind of distortion being possible is because there was no proper fact-checking about the Great Kanto Earthquake massacre.

 

Since the distortion of memories of the Great Kanto Earthquake can lead to racial discrimination and hatred of Koreans(and Joseon People) in Japan, it is necessary to investigate the truth of the Great Kanto Earthquake by the international community.

 

 

First, we call on the UN Committee on the Elimination of Racial Discrimination to go thorough fact-finding procedure on the Great Kanto Earthquake.

 

Second, we call on the Governor of Tokyo to resume sending memorial messages for the Joseon people massacres of the Great Kanto Earthquake.

 

Third, we call on the Japanese government to punish hate speech groundless rumored hate speech related to the massacre of Joseon people in the Great Kanto Earthquake.

이는 2021년 2월 13일 밤 11시 8분 후쿠시마현 앞바다에서 리히터 규모 7.3의 강진이 발생하고 18분 후에 트위터에 게재된 글입니다.

 

1923년 9월 1일 발생한 간토(關東)대지진의 혼란 속에 '조선인이 우물에 독을 풀었다', '조선인이 방화한다'는 등의 유언비어가 돌아 조선인 수천 명이 자경단 등에 의해 학살된 사건이 있었습니다.

 

당시 조선인 피살자 수는 6천명 이상으로 추정되고 있습니다.

 

끔찍한 인종대학살에 대해 가볍기 그지없는 트위터를 올릴 수 있었던 것은 간토대지진 당시 조선인 학살사건에 대한 잘못된 인식과 한국인에 대한 혐오와 차별에 기인합니다.

 

이는 단순히 트윗을 올린 개인의 문제가 아닙니다.

 

일본의 우익 단체인 '일본회의' 회원이자 2017년 중의원 선거에 '희망의 당' 후보로 입후보한 경력이 있는 하시모토 고토에(橋本琴繪)는 자신의 트위터 계정을 통해 "간토대지진 후 조선인이 학살됐다는 음모론을 펴는 사람이 있다"면서 "대지진 후 일본 여성을 강간한 이민족을 결코 잊어서는 안 된다"고 주장했습니다.

 

친일학자로 알려진 하버드 로스쿨 마크 램지어 교수는 일본 우익의 주장을 답습하여, 1923년 일본 간토 대지진 당시 조선인이 방화 등 범죄를 저질렀기 때문에 조선인이 목숨을 잃은 것이라는 취지의 주장의 논문을 적었다가, 사실을 왜곡했다는 이유로 수정을 요청받은 바 있습니다.

 

고이케 유리코(小池 百合子) 일본 도쿄도지사는 간토대지진 당시 학살된 조선인들의 넋을 기리는 추도식에 2017년 이후 4년 연속 추도문을 보내지 않고 있습니다.

 

이처럼 일본 우익 세력은 조직적으로 간토대지진 조선인 학살에 대해 축소, 은폐하고, ‘조선인이 학살을 당할만했다’, ‘일본 자경단은 조선인의 비행에 대한 방어적 목적이었다’ 는 등의 발언으로 기억을 왜곡하고자 합니다.

 

이런 왜곡이 가능한 이유는 간토대지진 학살에 대한 제대로 된 진상 규명이 없었기 때문입니다.

 

간토대지진에 대한 기억의 왜곡은 재일한국(조선)인에 대한 인종차별과 혐오로 이어질 수 있는 만큼 국제사회의 진상규명이 필요합니다.
