To regulate the purchase and sale of fireworks by introducing mandatory training/licencing

Once a year literally anybody is allowed to go out and effectively buy explosives. We are petitioning to support a change in the law that requires people who wish to buy or sell fireworks to have attended a short day course on the safe handling of these dangerous items.
All too often we hear of cases of children who have been injured, animals that have been abused and family homes torn apart by the consequences of allowing these explosives to get into the wrong hands.
We propose that a day course should be provided by local councils whereby anyone one who genuinely wants to buy or sell fireworks for entertainment purposes would ensure some sort of safety and accountability when using them. The course would provide a certificate that would have to be produced when buying and displayed when selling to regulate the industry.
This would reduce the number of incidents of acts of cruelty, arson and life changing injuries caused, by making it harder for children to get their hands on them and ensuring that people who do use them use them correctly.
Thank you for taking the time to read our petition and we thank you in advance for your support.
