There has been a massive increase in the theft of dogs and pets across the UK. Many people including myself see these animals as more than just animals, we share our homes with, they are fully fledged members of our families, but there are people out there who do not care about this and prey on the people like us who do our best to buy our pets through the correct channels, pay for their vaccines, insurance and provide the best possible life for our furry companion's. They then sell them for profit or worse use them for puppy farms or even dog fights.

What I suggest we have to help combat this is a Registration of Ownership of sorts similar to a cars log book, that register the current owner and any past owners of said pet and make it illegal for anyone to buy or sell pets without the proof of ownership. In regards to breeders it could be implemented with in Lucys law requiring that the breeder shows proof of ownership for the parents or in cases where the Father was a stud show a copy of ownership for the sires owner.

That way if a dogs microchip is somehow removed or reprogrammed with someone else's information there is is a potential failsafe to finding and rescuing these stolen members of our families.
