Make it law that a helmet must be worn when cycling

I have seen so many cyclists on the road today not wearing a helmet and I fear for their safety. My children tell me they get teased at school for wearing one. The culture is all wrong! Helmets are not a fashion accessory, they are a safety device. They can make the difference between life or death, or from a mild concussion to major traumatic brain injury.
A family friend was cycling without a helmet when he fell off his bike and hit his head on the curb. He had been travelling slowly at the time and didn't think he had hit his head that hard, but as his mother was a radiographer at the local hospital, he decided to go and get it checked out. Whilst waiting for an x-ray (as a non-emergency case since he had walked in to A&E), he haemorrhaged which caused severe brain damage. He can now do nothing for himself but breathe. Had he been wearing a helmet, it would have been a completely different story.
It should be made compulsory for helmets to be worn, with police given power to give on the spot fines, or for bikes to be seized if the cyclist is unable to pay.
