Increase minimum murder sentence for those using a vehicle as a weapon

Currently in England if someone is convicted of murder by using a vehicle as a weapon it is classed in the other category and minimum sentence without mitigating and aggravating circumstances is 15 years. This should be changed to a minimum starting sentence of 25 years.
My sister Natalie Hastings was 41 and on the 15th January 2018 was mowed down by her murderers car, after hitting her, he run her over. She sustained horrific injuries, which were not only physical they were also internal. She passed away from her injuries the next day.
15 years should not be a minimum starting point in sentencing, it is not a strong enough sentence within our current justice system. The injuries and suffering inflicted to the victim are cruel and inhumane. Having stricter sentencing would ensure that if anyone were to use a vehicle as a weapon would ensure that justifications for punishment include retribution, deterrence, rehabilitation, and incapacitation.
