The Issue
#ClickZero is a campaign calling for essential online public services to be zero-rated - provided free at the point of delivery for everyone.
The NHS online, Universal Credit applications, access to public health information, or vital school and community notices, - online public services support the UK public when they are vulnerable, out of work, isolated, disadvantaged or in crisis. These are essential services in the digital age - and never more important than now.
Yet data poverty, or the lack of a device and connectivity, means access is limited to those who are digitally included. But there are millions who are on the wrong side of the digital divide. Zero-rating is an important way of ensuring that cost of access is not a barrier. It is inexpensive, effective, proven and technically simple.
It can be done - it has been done. In March 2020, in response to the COVID-19 pandemic, the UK's four mobile operators zero-rated the NHS digital estate so that accessing the national health service online was free to the public for the very first time. Four weeks later, O2 Telefonica zero-rated 20 additional public health and essential services sites including Citizens Advice, Mind and Childline. Most recently the NHS Covid-19 tracing ask was zero-rated. But these measures are temporary. We believe that cost should never be a barrier to accessing public services in the 21st century and we're asking for this positive change to be made permanent.
