It is appalling that people who have a history of animal abuse are still allowed to own pets and I think it is something that should be stopped as it is unfair on the poor animals. There are more than 149,000 complaints each year to the RSPCA regarding animal cruelty and this is probably mostly caused by the abusers owning the pets. Every 30 seconds someone calks the RSPCA reporting cruektyir abuse and this needs to be reduced as no one wants animals being handed over to abusers and left to suffer.
