No mandate to govern means another election

The Issue

At the 2010 General Election, the Conservative party received 36% of the votes cast, and 24% of the votes of the total electorate. When not even a quarter of the people in the country have voted for the party that effectively has control of the government, that does not constitute consent to be governed from the populace at large.

The results of the 2015 election are widely predicted to be another hung parliament. Rather than suffer through another five years of government that a majority of people did not vote for, I am calling on all prospective and current MPs and political parties to agree to the following points:

1) A democratic country should have a government that represents views of the majority of the population.

2) If no single party receives more than 33% of the total electoral vote, or 40% of the votes cast, they do not have a mandate to govern.

3) If a coalition or other grouping of political parties that come together in order to obtain a parliamentary majority receive less than 40% of the total electoral vote, or 60% of the votes cast, they also do not have a mandate to govern.

4) Accepting that no party has a mandate to govern from the people of this country, then, as a democracy, it is only fair that another general election is called within 7 days of the first election date, and voting to be completed within 35 days of the 7th of May 2015.

5) Given the failure of our antiquated and not-fit-for-purpose First Past the Post system to elect a government with a mandate to govern, the second election should be run with a system of Proportional Representation, such as that currently used in Scotland (which, despite how it was designed, has returned a government with a clear majority, so it is obviously a system that works as being representative of the wishes of the people).

These measures, which are less stringent than some policies posited by the Conservative party to specify numbers required for unions to take industrial action, should be enough to not only give this country the government we vote for, but also will go a very long way to restoring faith and trust in politics.
