PETITION DESCRIPTION:

My daughter is non-verbal with severe learning disabilities resulting from brain meningitis. She requires 24/7 care and supervision. By law, UK local authorities and the police have a strict, binding duty to safeguard and protect her.

Instead, Kent County Council, Kent Police, Dover District Council, Folkestone & Hythe District Council, and the Local Ombudsman  have spent years ignoring her suffering, neglecting their public duties, and covering up catastrophic failures.

The Reality of what Happened

Over the last several years, our family has been subjected to systemic failures that have pushed us to breaking point:

Severe Police & Council Inaction, Misconduct and evidence deletion: We provided authorities, Kent County Council, Homechoice, and Kent Police with clear video evidence of harassment, stalking, exposures and urination in front of our CCTV cameras, but the authorities along with their own misconduct/failures, buried, ignored, and covered all up.

Unlawful Court Misconduct & Eviction Into Homelessness: Dover housing unlawfully evicted my highly vulnerable daughter,  to secure the eviction, Council officials intentionally withheld and hid my daughter's severe medical diagnosis files from the Judge. They pushed this through in Court at the exact moment I was trapped handling a severe, agonising meltdown with my daughter, preventing us from defending ourselves. Following this she was left homeless for six Months. During those six Months, Kent County Council failed to Intervene to protect her. The authorities made no offer of support, or contact to ensure she was safe or even still alive.

 Escalating Targeted Harassment: Even after relocating from Dover to Folkestone, the harassment followed us. Despite repeated reports, the authorities repeatedly failed to act, authorities either withheld, or deleted daughter's medical records, reports of harassment/stalking, and the deletion of our Police interview footage from their database. Including the upheld Police Misconduct report (Folkestone Police Station).

Denial of Education: In 2022, authorities went behind our backs to unlawfully remove my daughter from her vital education provision.

No More Cover-ups: Why We Need You To Sign

Years ago, the tragic, avoidable deaths of Fiona Pilkington and her disabled daughter Francesca shocked the UK after police and local Councils ignored years of targeted, reported hate crimes and abuse. Yet, no lessons have been learned.

We have exhausted every single official complaint system since 2015. Every single one has been shut down or covered up internally by Government authorities and police watchdogs. We cannot fight this wall of bureaucratic silence alone. We need the power of the public voice to force an independent review.

Our Demands

We are calling on the home office, the independent office for police conduct (IOPC), the Housing Ombudsman, and the Department for education to launch a full, independent, external investigation into Kent County Council, Kent Police, Dover District Council, and Folkestone & Hythe District Council regarding:

Kent Police's Failure to Investigate documented criminal harassment / stalking /indecent exposures.

The Spoliation and Erasure of Evidence (including CCTV footage and document trails) by Council officials, public authorities, & Police, to hide misconduct.

Systemic safeguarding failures and the unlawful court eviction of a vulnerable, disabled minor into homelessness.

The Immediate Restoration of safety, housing security, and proper educational support for my daughter.

 

An extremely vulnerable girl who has severe learning disabilities and no sense of danger. Tragically, instead of protecting her, authorities have spent years focusing entirely on shielding public officials from accountability to coverup their severe misconduct and neglect, they have:

• Deleted, altered, and hidden her medical and safeguarding files.
• Systematically destroyed critical evidence records.
• Left her completely homeless for Months on two separate occasions.
• Unlawfully withdrew her education behind our backs, isolating her from society as though she doesn't even exist.

This horrific state abuse and multi-agency neglect and coverups is not a thing of the past- it is happening to her to this very day. The system is actively prioritising corporate official shields over a vulnerable girl's safety.

My daughter wanted to share a voice video of her singing below- puts a face to the severe institutional abuse our petitions are fighting against. Though my daughter is mostly non-verbal and struggles deeply with everyday conversational speech, due to her diagnosis of echolalia, she is able to beautifully copy and repeat what she hears-meaning that while she struggles to speak, she wanted to sing instead, which she does incredibly well.
