As it stands, it is very clear that the cheating problem in The Division is getting worse daily. A YouTube search, Twitch stream, or even mainstream media will show you this first hand. 

It's fair to say the publisher (Ubisoft) has a majority of the decision making power and opted out of doing things the secure way in exchange for financial gain. 

As it stands now the game is reportedly as easy as it gets to develop cheats for and just as easy to steadily play the game ban-free. Ubisoft/MASSIVE are keeping us in the dark, without even a hint of whether this problem will ever be taken care of.

At this point most of us feel as though it is not only not likely to happen, but from what is being written by professionals, simply isn't even possible due to the core server mechanics.
