Dear Nigel Carrington,


We are writing to you to express our concerns about the Teaching Excellence Framework and the associated fee increases. The government’s plans for Higher Education are threat to universities like ours, and we are urging UAL to put the interests of students and staff first.


We fundamentally do not believe that teaching excellence can be scored and compared across different institutions. The proposed metrics, including NSS results and employment outcomes, can be influenced by countless factors, often completely unrelated to quality of education. This is especially true for specialist arts institutions like ours. UAL prides itself on being a creative and innovative university and we are worried that this might be stifled by the pressure to fit into an arbitrary, standardised set of metrics. TEF will be a costly distraction and additional burden on academics, and is not compatible with the “transformative education” that UAL’s strategy commits to delivering.


We are also very concerned about the planned increases in tuition fees. From the next academic year, almost all institutions will be able to raise home and EU students’ fees to £9,250, including for continuing students. In the following years, institutions that participate and score highly in TEF will be allowed to charge even more. We are opposed to all fee rises, especially at a time when maintenance grants have been scrapped and the poorest students already face graduating with over £50,000 of debt. Fee increases have already affected the numbers of people applying to study art and design, and we do not want to see this trend continue. We also think it is unacceptable that a student who started their degree agreeing to paying £9000 a year might suddenly have to pay more. Any increase would come as a shock to many and undermine the trust that students have in the university.


Therefore we are calling on UAL to publicly commit to freezing fees (at the very least for continuing students) and take a principled stance by not participating in the TEF.
