Every day, there are stories of litters of puppies or kittens being dumped in dumpsters. Every day there are stories of dogs being tortured and injured intentionally by people. Being tossed off of bridges into rivers and lakes. This has to be STOPPED. Prosecuting the perpetrators for hate crime offenses would anyone think twice before intentionally hurting their dog or cat. Please, we are a compassionate people by nature, we need to put those who are NOT behind bars for good.
