This petition is arranged to increase awareness about the executive order of the President of the United States of America on the commercial activity of Space projects for the recovery and use of Space resources in uncertain legal basis, issued on April 6th, 2020.- Reference  

The Moon and its resources as a free land is considered as a global common, in other words the moon belongs to you and me and all humans regardless of nationalities race and gender. This means any effort for commercial usage on moon resources on an uncertain legal basis devoid of international agreements.

Sina Rahimi makes this petition on behalf of group of academic researchers. The founder of project himself as an Aerospace engineer with three years research background in Space innovations including the conceptual design of the residential station on the moon (Conceptual Design of the Lunar Cave Outpost/Sina Rahimi Motem, 2013) would like to increase awareness about illegal commercial activities in space. This petition also supports the development of legitimate infrastructure of space exploration to build the sustainable universal world without conflicts.    

This petition includes 3 Sections.

Section 1: According to the 1979 Agreement Governing the Activities of nation states
on the Moon and Other Celestial Bodies (the “Moon Agreement”) as abiding to
customary international law. considering the terms of "Space" as a global common, it is an international right to inform the global community about the policies and governance of Space as a global common. This petition proposes that greater information and public awareness will be given by the governments and about the exploration's scale of long term commercial activities on the moon and other Celestial Bodies in outer space. Considering the part of executive order which clearly declares: "The commercial activity for use and also the recovery of resources, including water and certain minerals", on uncertain legal basis.(Executive Order on Encouraging International Support for the Recovery and Use of Space Resources INFRASTRUCTURE & TECHNOLOGY, Issued on: April 6, 2020, Section 1).

Section 2: This petition invite all the world citizens to ask their Parliaments, Space agencies and governments to protect their rights against illegal commercial efforts for any short term and long term space projects on the Moon, Mars, or other celestial bodies. Considering the mission of the executive order as a long term plan for the “recovery and use of resources, including water and certain minerals, in outer space.” (Executive Order on Encouraging International Support for the Recovery and Use of Space Resources INFRASTRUCTURE & TECHNOLOGY, Issued on: April 6, 2020,Section 1)

Section3 : This petition kindly invites you to ask your parliament or governments to help international community to develop the new infrastructure of legitimacy for Space governance. The mentioned executive order announce the former Moon agreement on 1979 is not applicable for modern exploration in Space. Any action for an international agreement on Moon's commercial exploration and Space laws would be supported by this petition. Supporting any new effective means of juridical protection as an instrument to guide Nation States and international companies to develop  commercial activities and long-term exploration, scientific discovery, and use of the Moon, Mars, or other celestial bodies.
