The article below is ABUSE no matter how you look at it. They also have a petition and I can understand why, it was their dogs. This petition is for all animals demanding stiffer punishment for abusers and to get rid of kill shelters. Don't know how or why the people are signing for help for certain animals instead of all. Why wouldn't you want to help all animals? Here is another example why I don't think tracking is going to help cause another fine case of the police not caring about the pets.
