Suspect's Bill of Rights

The Issue

We, the citizens of this great nation, file this formal petition to create changes and guidelines to enact justice and equal protection of all citizens' civil and human rights as earmarked by the Constitution of The United States when said citizens are engaged by the police in all matters. We observe that law enforcement is an essential and necessary enterprise between a government and its citizens. And while we support and advocate strong and unbiased patrolmanship, we seek a fairer, more transparent covenant between law enforcement and the communities they pledge to serve and protect.

We present this advocation of the following comprehensive ideals encompassed in what we call A Suspect Bill of Rights. These revisions could and should include any or all of the following:

A federal baseline standard for hiring prospective officers:
This standard should include thorough background checks which could prohibit persons from becoming police officers if they have domestic violence histories, sketchy psychological histories and certain evaluations including histories of discrimination and the like. Persons with these flags on their backgrounds mustn’t serve as police officers unless there is a dire need for patrolmen AND their current state is reviewed by a panel of respected, veteran law enforcement officials and members of the civilian community they would serve.

A wholesale review and revamp of federal law enforcement procedural guidelines for ALL jurisdictions:
The guidelines would include an irrefutable standard when engaging suspects including traffic stops, arresting procedures and a non-vague standard in potential use of lethal force.

A transparent accounting of police-related deaths. 
Currently, police outfits are not required to keep a tally.

Additional advocations: 

Federal baselines for stiffer penalty systems for officers who violate codes, ethics and practices.

Independent prosecutors in cases brought against police where suspects who die during police engagements.

Jury pools in criminal cases brought against members of law enforcement from other jurisdictions.

Adroit and comprehensive whistleblower protections to allow members within law enforcement to produce greivances against rogue members of the Shield.

An increase in tort liabilities for cases of death by police.

We, The People, also advocate any additional measures and amendments to this effort to ensure fairness, safety and fidelity from our law enforcement officials, as we recognize that we need them to ensure our safety and well-being in a functioning society. Thank you.
