U.S. Congress: Outlaw organized gang stalking/ Community based harassment/Illegal Cointelpro Surveillance.

Organized Stalking is a form of terrorism used against an individual in a malicious attempt to reduce the quality of a person's life so they will: have a nervous break-down, become incarcerated, institutionalized, experience constant mental, emotional, or physical pain, become homeless, and/or commit suicide. This is done using well-orchestrated accusations, lies, rumors, bogus investigations, setups, framings, intimidation, overt or covert threats, vandalism, thefts, sabotage, torture, humiliation, emotional terror and general harassment. It is a "ganging up" by members of the community who follow an organizer and participate in a systematic "terrorizing" of an individual.

Organized gang stalking can involve a group in the hundreds to thousands harassing a single person or family 24/7. The victim is stalked en masse by car, foot, bike, and air in order alienate and isolate the victim. The goals of gang stalking are to: provoke the victim to assault someone and get arrested; make the victim seem delusional/ mentally ill (see "gaslighting"); make the victim so depressed they become suicidal. Tactics used are relentless color harassment, noise harassment, air harassment, hand signals, electronic monitoring inside the home and car (complete invasion of privacy; redirecting of phone calls, emails, postal mail), workplace mobbing, "directed conversation" and innuendo, erratic/ aggressive driving, bizarre/rude/bullying behavior in the community, and much more. Police and fire dept. are often involved in the stalking so the victim feels like they have nowhere to turn and it is hard to prove. This is extreme criminal activity that is becoming more common and needs to be outlawed.

Outlaw organized gang stalking/ Community based harassment.

Organized gang stalking can involve a group in the hundreds to thousands harassing a single person or family 24/7. The victim is stalked en masse in order to alienate and isolate them. The goals of gang stalking are to: provoke the victim to assault someone and get arrested; make the victim seem delusional/ mentally ill (see "gaslighting"); make the victim so depressed they become suicidal. Victims are "identified, villified, nullified, and destroyed." Many victims have premature deaths from heart attack or stroke due to the immense stress. Tactics used are: relentless color harassment, noise harassment, air harassment, hand signals, mimicking, electronic monitoring inside the home and car, slander campaigns, erratic/ aggressive driving, rude/bizarre behavior in the community, and workplace mobbing. All social support is eliminated. Stalking takes place by car, bike, on foot, and can include air harassment by private, commercial, and military aircraft. First responders including Police, Sheriff, and Fire departments are often involved in the stalking so the victim feels like they have nowhere to turn. This cohesion among city employees and "citizen informants", as well as the guise of "plausible deniability" makes it very difficult for victims to prove this crime. This is extreme criminal activity that could also be labeled as terrorism when it affects an entire city or town. Areas affected by gangstalking have increased noise, traffic, and property crime. With millions of victims globally, it is becoming more and more prevalent and needs to be investigated so violators are prosecuted. New legislation and "safety nets" are needed immediately to protect the innocent lives of these victims and to finally put a stop to this organized network of terrorism.
