To be submitted to The Board of Directors, Turtle Cove Homeowners Association.
We the undersigned residents of Turtle Cove, urgently request a special meeting of the Turtle Cove Board of Directors to address significant safety concerns related to the behavior of teenagers at Turtle Cove beaches.
Summary of Concerns:
Recently, there have been escalating incidents of underage drinking, drug use, and the use of foul language by teenagers at Turtle Cove beaches. Despite efforts by concerned residents and calls to law enforcement, the Jasper County Sheriff's Office has been unable to effectively enforce the law due to jurisdictional constraints on private property,
compounded by insufficient support from Turtle Cove management.
Specific Incidents:
Incident at Nuthatch Beach:
- On the 26th Day of June 2024, approximately 20 teenagers gathered at Nuthatch Beach, where one individual was witnessed verbally assaulting a resident. Law enforcement responded but were unable to act beyond a verbal warning due to lack of support from
- Turtle Cove management.
Subsequent Behavior: Following law enforcement's departure, teenagers resumed underage drinking and marijuana use, creating an unsafe environment for families and children who frequently use the beaches. - Security and Enforcement Issues:
Security personnel have been observed allowing unauthorized vehicles and non-residents to access the area, while selectively enforcing parking rules against residents without decals.
Request for Action:
We respectfully request that the Board of Directors address the following urgent matters at the special meeting:
1. Enhanced Security Measures:
- Implement stricter access controls and monitoring to prevent unauthorized individuals from entering Turtle Cove beaches.
- Ensure that security personnel enforce parking regulations consistently and fairly for all residents and visitors.
2. Support for Law Enforcement:
- Clarify protocols and policies to facilitate effective collaboration with law enforcement agencies, enabling them to enforce legal standards and maintain safety within Turtle Cove.
3. Community Standards and Education:
- Promote community-wide awareness of behavioral expectations and consequences for violations, particularly among teenagers, to foster a safer and more respectful environment for all residents.
