True Pet Identification and Safety System

The Issue

Every pet deserves a safe home.

Too many animals in Austin are abandoned, lost, or end up in unsafe situations because there’s no reliable way to track owners or ensure responsible care. Microchipping helps, but it’s not enough.

We need a comprehensive system: a unique ID for every pet, statewide registration, and owner vetting to protect animals and reunite lost pets quickly.

Austin has made microchipping mandatory, which is a step forward, but it’s not enough. Without a system to register pets, track ownership, and verify safe homes, many pets are still at risk.

Cities like El Paso go further: they require microchips and annual registration with updated owner information, helping pets stay safe and making it easier to reunite lost animals with their families.

We are asking Austin and the State of Texas to take the next step: a comprehensive pet identification and safety system.

This would include:

  • A unique ID # for every pet (given upon registration)
  • A system that encourages responsible ownership and helps protect animals
  • A centralized registration database linking pets to their owners
  • A Vetting of prospective adopters/purchasers to ensure safe homes
  • A restricted list for unsafe owners, like systems used in other high‑safety fields

This system will protect animals, reunite lost pets more reliably, and help prevent unsafe or neglectful ownership.


With these changes, we can prevent neglect, make lost pet reunions faster, reduce shelter overcrowding, and create a community where pets truly have safe homes.
