The Black Ops 2 game is very popular to this day and there are millions of people from the massive COD Community that continue to play this game religiously. Making a 5th DLC Map Pack would benefit the COD Community by satisfying them and generate profit for Treyarch as well.

This is important because the huge Call of Duty Community that is built by millions upon millions of people should be able to have newer content released on a game that they enjoy a lot and has more interest then other games by the franchise!
