As a serving emergency service worker - my colleagues and I feel that the amendment to the Highway Code of pedestrians crossing the road is simply too dangerous. Your almost encouraging members of the public to step out in front of an approaching vehicle. The risk is too high not to just pedestrians but other road users. Petition for an amendment to this rule before pedestrians are seriously injured or worst still killed.
