New tube line(s) for south and south-east London

The Issue

The south and south east boroughs such as Lewisham, Bromley, and Bexley are in desperate requirements of Tube services for fast, efficient access into central London for residents and to allow growth, development and prosperity in these areas which will have far reaching effects. Combined, these five boroughs have a just one London Underground station between them (North Greenwich Station). With Crossrail and Crossrail 2 costing almost 50 billion pounds together. Not one new station will be constructed in the capital's south east. The need to put an end to this vast disparity with the rest of London grows with each passing day. A proposal for one or two new lines to be delivered rapidly be men presented as: 

  1. A new line from Bromley (central area) to Camden Town via Catford, Camberwell, Piccadilly Circus and Regent's Park/London Zoo.
  2. The Bakerloo line extension to be directed to Eltham and Bexelyheath to be considered in the very near future.

Dear Petitioner Thank you for the petition submitted on the change.org website proposing new Tube lines for south and southeast London. The Mayor recognises that public transport in this part of London is not as effective as in other areas of the capital as it does not benefit from the London Underground. However, there are already a number of improvements planned for this area, which will help to improve rail transport services in southeast London: • The Elizabeth line is under construction and will include new stations at Woolwich and Abbey Wood, providing fast access to Canary Wharf, the City and the West End, including from a wide area of southeast London via connecting services; • The further upgrade of the Jubilee line will increase the frequency of trains at North Greenwich by 17% by 2019, carrying more people; and • Transport for London (TfL) is currently consulting on extending the Bakerloo line to Lewisham by 2028/29. The Mayor and TfL also remain committed to delivering a second phase of the extension, beyond Lewisham, and will be considering options for the route and destination of that further extension in due course. The public consultation for the Bakerloo line extension runs until 21 April 2017 and I would encourage you to participate in the consultation process. The Mayor has also pressed for greater control over rail services in London so that all Londoners can benefit from the better service and lower fares offered on Transport for London (TfL) rail services. TfL has set out its proposals to significantly improve the National Rail network in southeast London, with higher frequencies, simpler service patterns, faster journey times, trains with wider and/or more doors and staff dispatching trains faster. These proposals were set out in its rail devolution business case, which is available to view on TfL’s website at: http://content.tfl.gov.uk/rail-devolution-business-case-narrative.pdf. Unfortunately the Government recently decided not to proceed with these proposals, however, the Mayor and TfL will continue to make the case for them. Separately, the Government has set out some options for National Rail services in southeast London. These are explained in Network Rail's Kent Route Study, and in the Department for Transport’s document on the new Southeastern Franchise – both of which are also currently out for consultation. Turning to the specific proposals in your petition, TfL will not be taking forward either of these proposals at the present time: 1. Having a new line from Bromley (central area) to Camden Town via Catford, Camberwell, Piccadilly Circus and Regent's Park/London Zoo does not seem likely to offer value for money as it would mostly run parallel to the existing Bakerloo line and its potential extension beyond Elephant and Castle. 2. As mentioned above, no decisions have yet been taken regarding the destination of a further Bakerloo line extension beyond Lewisham, but the Mayor and TfL remain committed to delivering a second phase.
