Transition the BBC into a mainstream broadcast service

Transition the BBC into a mainstream broadcast service
The Issue
Transition the BBC into a mainstream broadcast TV service provider.
More oversight into the BBC and where it is wasting money on failed projects, stop the TV licence tax and make them go mainstream like the other TV channels.
The BBC threaten anyone who doesn't have a licence with legal action and constant harassment. The people who can not afford it have to go court wasting the legal systems time and then they get fined making them go into poverty, this is unacceptable.
In 1904 the original broadcast receiving licences were issued to fund public broadcasting and to develop broadcasting infrastructure. The General Post Office instigated a group of 6 radio manufactures to establish the BBC in 1922, the BBC was granted an exclusive broadcasting licence by the GPO and their broadcasts were funded by selling Radio sets and had sponsored programmes. In 1927 the BBC was dissolved and reformed by Royal Charter and the entire licensing fee started funding the BBC, the BBC was publicly funded while staying independent from government. In 1991 the BBC took over administration of the television licencing and is responsible for licence fee collection and enforcement. Since 2006 the TV Licensing fee is classified as a tax.
In 2015 the BBC earned £3.69 billion annually from the licensing fees (Nearly the same amount that the UK government spends on Policing the entire UK). The TV Licence now is a tax forced upon us all to supplement a publicly owned company which spends less than 6% of the income on developing and maintaining broadcasting infrastructure and it is a criminal offence to not pay the licencing fee that is forced upon us.
