For to long Florida has found ways to undermine the Transgender Community by finding loopholes in laws, finding ways to destroy and hurt the transgender community. That stops now!

PROTECT TRANSGENDER ADULTS ACT:

SUMMARY DESCRIPTION:

Do the right thing and sign your name on this petition changing Florida's laws and making laws and rules and rights that protect transgender adults.

I have suffered way to long trying to get hormones and come to terms with my gender identity, and I've successfully been on hormones for 3-4 years now. 

I'm mentally ill and disabled adult who suffers with and blessed with PTSD; autism; Asperger's syndrome;reactive attachment disorder; bipolar 1-2 without schizophrenia;unspecified depressive disorder; Gender dysphoria and gender identity disorder.

Now I face more struggles and need your help! 

My goal under this act is to in force it into law and clarification of information providing a understanding at most important details regarding The Necessary protection under the 14th amendment section 1 equal protection clause and for Florida to not alter this anyway  that will cause this petition harm and future of this act/law harm.

the fact is we need to protect transgender adults instead of harming them we need to show our love and support and our blessings.

I was unfortunately institutionalize in hospitals and jails alike because of my mental health And disabilities that hindered me into committing crimes while I do take responsibility of my crimes, And I was never informed of consequences if I took a deal I couldn't change my name unfortunately Florida has a law to hinder people from changing their names this is problematic because while transgender people are a focus on this petition (law/act)( it would be unfair to not include domestic violence victims) Same as context as are individuals who are victims of domestic violence and stalking and bullying; just because I'm a felon who's convicted I shouldn't be denied a name change because I'm a felon, I am here to certify a update on that rule that applies to name change to change the language barrier in law and allow felons who served jail or prison successfully and providing for protection towards those who didn't successfully complete probation or parole to change their names.

Now here's what I feel is important to address and make into law.

Protect Transgender Adults Act into law:

1. Forgiving and rewording the old law about name changes regarding felony convictions to allow those who were released from jail and prison here in Florida to be able to with the reasons of either being domestic violence victim or transgender adult, providing proof of either is optional but will gain the trust of the judge and state making it more likely that you will get approved for a name change; Also while this subsection for this part only applies if you're not currently facing charges, currently in custody in a jail or prison or currently on probation or parole. One of the sentences will need to be completed; however if you didn't complete probation or parole was violated and decided with the state or judge to take a offer of jail or prison time as long as while in custody you didn't break The law and didn't catch new criminal charges that can gain you more time in jail or lead to prison, more clarification break the law means to get added criminal offenses that can lead to prison time or longer sentence such battery on staff member or another inmate leading to criminal investigation, however if it didn't you got inside charges then did your time, all is forgiven(including v.o.p (violation of probation: as long as sentence from the vop was agreed to by the state or judge and probation or parole was terminated for jail or prison time)this forgiveness doesn't forgive other punishments in that law written in Florida, so unfortunately i will not be seeking forgiveness in allowing myself and others to vote, get their gun rights back, run office, this only allows felony convictions (excluding murders and sexual offenses)(because those are unforgivable offenses such as murder and sexual base offenses) this starts from 1990-current and allows anyone listed above (excluding people with warrants, serving jail or prison time, on probation or on parole, or convicted of murder or sexual offense) to get name changes as long as conviction was from 1990-current (for legal and moral reasons individuals who have been convicted of sexual base offenses and or murder will not be allowed name changes at this time.)*Current = or means the same as the current year (I.e 2020,2021,2022,2023,2024; and same as: Current meaning whatever the current year is.)
2. Also Transgender Adults who act responsible and doesn't pose as a threat or tries to sexually assault or commit crimes or stalks or speaks to underage individuals who are not their kids can and shall be allowed to enter the private areas(including dressing rooms, spas, showers, bathrooms, restrooms, housing and rooms, also anything regarding public or private access areas to gender they identify as.) however in event when a individual is raped, molested, violated, or trespassed from a place lawfully as a court order or convicted of a crime, then the transgender individual shall not return to place and shall not have contact with the individual, unless the transgender individual is falsely accused of crime, acquitted of a crime or a victim of a crime.
3. Allow Transgender adults to get Top(Chest: Transgender Men to get their breasts removed and allowing for more masculine appearance and transgender women to get feminine breasts surgeries to appear more feminine)and bottom (Penis/vagina) surgeries for free from the state and  state insurance at no cost and free to transgender individuals this covers to private insurance companies as well(meaning of free and no cost would mean that state and or private insurance would have to pay for the transgender individual surgeries to no cost to the Transgender individual(s). Pcp, doctor, aprn are the only individuals and can authorize start of the surgeries, as well the doctor, PCP(primary care provider) aprn, or healthcare worker who's authorized to prescribe individuals with hormones can and must be the only ones to authorize such. Health(being Life and Death shall be taken into consideration before administering and providing such surgeries) that's main requirement such as history and checking of patients health and shall not be the main cause of denial shall be up to the transgender individual unless such transgender individual incapable of making such decisions due to medical defects/problems during surgery which causes the transgender individual to be put onto life support then either doctor or next to ken or someone who's authorized to make medical decisions in the event that such individual can't make,if not available then doctor shall make the right choice on either going through with surgery or not, and complications shall not be the sole response and reason for denying services (surgery) it would need to be life and death stipulation. 
4. I do reserve the right to change this document/petition being Raven Rachel Roth, the state doesn't have no exclusive right to change this, amendment it, the only right State of Florida has regarding this is making this a law and rights!
5. The courts shall allowed for  name change and birth certificate to be amended (including name change and gender/sex)for free for those whom are domestic violence victims and transgender individuals who are considered civil indigent.
6. Anti discrimination law: businesses; law enforcement agencies; healthcare facilities; companies employee(s) who do the hiring; colleges can't misgender a transgender individual by using pronouns that don't go along with transgender individual wishes, and must use name transgender individual wishes to be called verbally, can't deny a transgender individual service for being transgender.
7. Jail, Prisons, Hospitals(State and baker act facilities) must respect and say the pronouns transgender individual wishes to be called verbally, same to respect the name of the transgender individual (Misgendering and deadnaming a transgender is illegal) also jails And prisons, baker act and state hospitals must and shall provide transgender individual clothes that wish to use at no cost to the transgender individual.(I.e panties and bra for individual who identifies as transgender woman or woman or female and boxers for transgender man or identified man who identifies as male. Jail, prison and baker act, state hospital must as ask the individual apon intake if they're transgender or identified with the opposite sex or sex they identify with to make sure the proper care is given with clothing, hormones, and surgeries can't be denied while in custody in any of these facilities. Guards whom are male should not and shall not search; pat search; conduct such search; allow for such search; frisk; "pat search and frisk" a : woman; transwoman; Transgender woman; women; transgender women; wether pre or post op(transgender woman) pre-surgey or post-surgey. Male guards/male nurses and aprn, doctors, shall not be witnesses to and or pat searching or frisking of Bra, Panties; Breast of female; Women and transgender woman/female bottom genitalia regardless of surgery or not. A female Guard with her supervisor, female nurse shall witness and search any female inmate/prisoners regardless of being transgender woman, however sexual misconduct isn't permitted by guard and nurse and shall not sexually harass; force; deadname; touch sexually inappropriately; misgender any female; woman; Transgender woman; transgender female whatsoever.
8. Regarding Hate Speech and crimes and denial of services regarding claims of: Freedom of speech (I can say what I want) and religion(God says homosexuality is a sin, so is being transgender) will not and doesn't protect against harassment, bullying, Threat towards someone for being transgender or looking transgender or sounding transgender, act of violence towards a transgender adult(s) Misgendering and deadnaming, as well as denial of services for being transgender (including if the company, individual, or employee(s) whom are known to be transphobic shall not have the exclusive right to discriminative towards transgender individual; shall not alright deny transgender individual services for being transgender, shall not neglect; shall not act criminal and/or act criminal upon committing criminal offense towards someone who's transgender; shall not abuse a transgender individual in anyway. 
9. To include Transgender and non-binary visibility day as a state holiday on March 31st to honor and remember not only first international transgender visibility day but also to remember and honor those who are transgender and nonbinary who effectively, honorably, with grace contribute towards the LGBTQIA+ community and most important transgender and nonbinary people. Will honor those whom fought, died,alive, spoke for change; fought for change; or made change happen in positive manner for transgender individuals and non-binary individuals.
10. Provide Free Housing for Transgender Adults whom are homeless; searching for rehab. Everything must be done to make sure that the transgender individual(s) is provided housing at all cost necessary, in the event that transgender individual wishes to be homeless on their own decision, a contract must be signed agreement that transgender individual must wait 40 days at minimum no longer than 340 days before receiving housing again, this is prevent abuse of the system, if signed the transgender individual shall not lose any state benefits, and shall be provided tent to fit 10, set up for the following blanket, pillows, hygiene 6 months worth, clean mattress, easy access to be able to shower, use the toilet, and state, city and or town will provide three times a month for free and no cost laundry detergent and services such as washer and dryer to such individuals whom are Transgender and non-binary and whom are either homeless or in care of agency  the persons with disabilities. 
11. Provide protection against Housing (Including Housing within agency with persons with disabilities homes) against unfair;unjustly evictions; termination of services.
12. State of Florida Law enforcement agencies must provide protection and must lawfully defend with force which is necessary to defend such transgender individual(s) from harm; abuse; injuries; injury; neglect; Death(including must stop or protect(depending on the situation) transgender individual from self-harming or threats; attempts; tries to commit suicide; will and shall in the event of transgender individual threatens; acts upon; engages; says; the transgender will self harm, has self harm, has attempted; is attempting; will attempt; has attempted: law enforcement agencies will shall enter into code 3 rush to scene safely and will rush to the sence once there will radio for ems(code 3); will administer cpr; or; any life saving care to insure the survival of the individual. Once stable (only if trans individual is suicidal; on drugs other than marijuana; claims to be homicidal. Law enforcement agency will baker acted the transgender individual.)
13. Healthcare worker, nurses, PCP, aprn, therapist, admins, anyone who works in healthcare CAN NOT REFUSE; DENY CARE, DELAY NO LONGER THAN A MONTH; OR ANY REASON OTHER THAN PROOF OF DEATH (WHICH MUST BE PROVEN) STILL THE TRANSGENDER ADULT/INDIVIDUAL HAS THE ULTIMATE RIGHT AND FINAL SAY ON WHAT THEY WANT TO DO AGAINST SUCH MEDICAL DECISIONS, AND IN SUCH EVENTS A TRANSGENDER IS PUT ONTO LIFE SUPPORT THE EMERGENCY CONTACT SHALL BE CONTACTED, A DECISION MUST BE MADE TO EITHER DELAY SURGERY; OR WAIT FOR PATIENT TO COME OUT OF THE COMA. DOCTOR And nurses and aprn must do everything to keep the individual alive, well, and healthy, this includes on life support as well in no event the plug is to be pulled, natural death if DNA IS SIGNED BY THE INDIVIDUAL IS SIGNED AND PROVIDED THEN PLUG WILL BE PULLED IF NOT THEN THE HEALTHCARE PROVIDER AND WORKERS MUST DO EVERYTHING IN THEIR POWER REGARDLESS IF THE PATIENT IS POOR; NO INCOME; HAS INSURANCE OR NOT; OR INCOME MUST BE KEPT ALIVE AT ALL COST, AND MUST BE CHECKED ON EVERY 10-15 MINUTES; IN THE EVENT OF EMERGENCY; STATE EMERGENCY; NATIONAL EMERGENCY; DISASTER; THE TRANSGENDER ADULT WHO IS ON LIFE SUPPORT, OR IN CARE OF THE FACILITY, AT THE HOSPITAL, SHALL BE TRANSFERRED FROM THE LOCATION THEY'RE AT TO THE NEAREST SAFEST HOSPITAL; MUST HAVE STAFF ON DUTY; MUST HAVE EQUIPMENT TO PROVIDE NECESSARY CARE; MUST HAVE (A) DOCTOR(S) ON STANDBY; MUST CHECK ON THE INDIVIDUAL EVERY 10-15 MINUTES; IF THE TRANSGENDER INDIVIDUAL IS SUICIDAL THEN ALL SHARP OBJECTS(EXCLUDING CLOTHES AND PHONE AND/OR ELECTRONIC DEVICE; GAMING DEVICE AND CHARGER(S)) SHALL BE TAKEN AWAY FROM THE TRANSGENDER INDIVIDUAL.
14. STATE OF FLORIDA MUST SET ASIDE AND PAY INTO THESE SERVICES AND PROGRAMS OF $1,000,000,000 AT THE MOST OR MINIMUM OF $575,000,000 DEPENDING ON TAXES, STATE AND/FEDERAL INCOME RECEIVED, AND GRANTS RECEIVED.
15. STATE OF FLORIDA UNDERSTANDS IF THEY TRY TO DESTROY; ERASE; DENY; THIS PETITION; act; law, IT WILL BE GIVEN TO COURTS AND COURTS UNDER THE 14TH AMENDMENT SECTION 1: EQUAL PROTECTION CAUSE, and MUST AND SHALL APPROVE, ALLOW, AND require it to. Become a law state wide.
16. In the event of some reason I die while this petition is still active or I get seriously ill, state tries to erase this, copy of this will be provided; and this will be automatically petition and will become a law regardless of anything that might negatively impact this petition.
17. State of Florida will be required to act on immediately as soon as possible on this once this petition becomes a law they have no later than 60 days to make this happen, official, and into law.
18. On the month of June day of June 4th(my birthday)in Honor of this petition; law I want to be acknowledge and remembered by my contribution towards the LGBTQ+ community including Transgender rights wether I'm alive or dead, I want recognition and acknowledge of my good deed and help towards the LGBTQ+ and mainly the transgender community. News stations; newspapers, LGBTQIA+ organizations shall discuss about this and my contribution towards the rights of transgender adults that started with a petition on 06/20/2024. This will respect and honor my legacy.  That way what I done will not be erased and forgotten.
19. Transgender Adults will be provided Transportation to and from all appointments at no cost to the transgender individual(including but no limited to, Medical; mental health, dental appointments, shopping; college; schools; from jail or prison to designation after released; Schools paided for by the transgender individual(s);job(s); any appointments such as social security administration; DCF for benefits; etc...) this will be paided by the State of Florida and state health insurance and Private insurance but proof of being transgender is required so this doesn't get abused, such as hormones when were they started; maybe id that reflects your gender identity that you identify as.
20. In honor of my passion, commitment, support, and unconditional love for transgender, nonbinary and LGBTQIA+ community I will not give up on this. My final will if I die, my will. I would want to this become a reality. Hopefully if this becomes a reality I hope I can make this into a national thing maybe with some new changes that won't hurt this but breathe life into this. My final memory, my life's legacy, and honor would hope to see this become real. End the cruelty and suffering of transgender and nonbinary people please add your name sign this make change with me.
