Transform SDGE Utility Easement into Lower Loma Alta Community Park

The Issue

We, the undersigned residents of Lower Loma Alta, respectfully petition for the development of the utility easement located at 3442 Las Vegas Drive into a community park and recreational space. This space has significant potential to become a valuable community asset while respecting the utility company's operational needs.

By converting the existing SDGE utility easement into a community park, we can provide a safe and accessible space for families, children, and seniors in the Lower Loma Alta area. This park could include  a walking path, picnic areas, and native plant gardens, enhancing both the quality of life and decreasing crime in the area. Currently the closest park is up a steep hill, limiting its accessibility for children, older adults, and pets.

The utility easement must continue to meet SDGE's operational requirements. We propose a collaborative approach where SDGE, local community members, and city planners work together to design a space that fulfills these needs while offering recreational opportunities. By implementing low-impact solutions and keeping above-ground utility structures accessible, we can harmonize utility maintenance with community use.

Research supports the positive impact of green spaces on physical health, mental well-being, and community cohesion. A recent study in the Journal of Environmental Psychology highlights that access to green spaces is correlated with increased community satisfaction and reduced crime rates. As Lower Loma Alta strives to improve its urban environment, utilizing the utility easement for a park aligns with the city's sustainability and community development goals.

We urge SDGE to consider this proposal seriously, acknowledging the broader implications for community welfare and environmental stewardship. Establishing a community park will not only elevate the neighborhood's appeal but also foster a sense of pride and collective responsibility among residents.
