In India, the Animal Welfare Division and the Animal Welfare Board of India (AWBI) currently operate under the Ministry of Fisheries, Animal Husbandry and Dairying. The primary aim of this Ministry is to enhance animal husbandry and dairy production, not necessarily the welfare of animals themselves. This misalignment can potentially lead to conflicts of interest and hinder the effective implementation of vital animal welfare laws and policies.
As a concerned citizen and an advocate for animal rights, I have observed that prioritizing animal husbandry over animal welfare often leads to neglect in policy enforcement and operational practices needed to truly uplift and protect the animals of our country. The implications of this misalignment are alarming and demand immediate attention and rectification.
Relocating the Animal Welfare Division and AWBI to a ministry whose objectives align better with animal welfare could greatly enhance their effectiveness. The Ministry of Environment, Forest and Climate Change, known for its dedication to preserving ecological and environmental sanctity, provides a more suitable home for these organizations. This ministry has the expertise and commitment to address welfare issues holistically, considering the impacts on ecosystems and natural habitats.
Alternatively, the Ministry of Social Justice and Empowerment, with its focus on promoting justice and advocacy for underrepresented and vulnerable groups, might ensure better implementation of welfare-oriented policies for animals. Either of these ministries would provide a supportive environment that aligns with the values and objectives of animal welfare.
We have a moral obligation to protect the animals that share our environment and to ensure they are afforded rights and welfare considerations commensurate with their intrinsic value. Repositioning these crucial organizations could significantly enhance India's animal welfare standards and set an example for effective policy-led welfare practices worldwide.
