How long must an animal be abandoned before authorities will take action to protect it? 

According to information taken directly from the Alberta SPCA site:

An Officer can take an abandoned animal into custody – whether or not it is in distress. The conditions that comprise abandonment include being left more than 24 hours without adequate food, water or shelter, or being left behind by former tenants of a rental property.

THE FACTS:

A cat has been left at a property in Coronation, Alberta, the home owner has been out of the country for over 7 weeks. Neighbors have only seen an animal caregiver stop three times since the home owner left. No one has witnessed food or supplies being brought to the house and it is clear the animal has received very little care or attention during this time. Neighbors have been in contact with the home owner and have offered to help, the home owner has claimed they have tried to find a new home for the animal but have not had any success.

The Town of Coronation and TOC Bylaw Officer have been contacted as have the RCMP and the Alberta SPCA. According to all notified they can not enforce any protection laws unless the animal appears to be in distress and because someone is claiming to be checking on the animal the authorities state that is sufficient enough.

More can be done to help this animal receive the care it needs:

In following up with the RCMP they stated that if specific bylaws and definitions were in place they could enforce this and other issues of animal abandonment and neglect. This petition is intended to action the Town of Coronation to work proactively regarding issues of animal rights and establish bylaws that can protect animals in need of proper care.
