There is a rottweiler dog. His name is Zeke. He is approximately 3 or 4 years old and as of today he has spent his entire life inside a cage about the size of a small room.  He is never allowed out or very rarely allowed out. The owners never take this dog  for a walk. They keep him outside  in all weather. He does not get any exercise at all, He is never allowed to play with other dogs and most times is in his kennel. 

The town animal control  has been out to do welfare checks on Zeke. The owners are abiding by the law written in the ordinance of the town so far.  He is fed, watered and they clean the cage, but the one ordinance that they are not complying to is the vigorous exercise.. Speaking to police they say that it is a ambiguous rule and cannot be implemented. I want to change the law or add an amendment to the ordinance which prevents people from keeping a dog in a cage 2/47 without taking the dog out for at least a few hours per day for exercise and socializing
