My daughter was run down on September 27, 2014.  The person in question whom hit her turned out to be a NC state troopers daughter.  As soon as it was discovered, the accident scene was buttoned up, the girl walked away and no tickets were issued.  She first hit her, then didnt stop till i stopped her with my vehicle door, then she jumped out of her car with her phone in her hand...she called her dad who then arrived before the police or rescue.  they did not call for help, nor did the police that arrived look at her phone or do an accident scene investigation.  they told me she was just another teen they would not have to worry about later.  there were no pictures done, there were no witness statements taken, there were no measurements done.  We did the measurements our selves.  she hit her while she walked on the side of the road, off the edge, threw her 105 pound body over 200 feet, and then told everyone she thought it was a deer and didnt need to stop.  My 2 daughters were walking side by side, shoulder to shoulder.  they both had hot pink hair, and bright hot pink shorts.  

I want a law that protects people who are walking.  there are no sidewalks out in these areas and people walk there all the time.  The virginia state law says you can KILL anyone on  the side of the road if you can prove they were even .01% guilty of their own death.  My daughter was on the side, off the road.  The woman had several stories about how the accident happened.  The sun, the deer, my daughter saw in the middle of the road,....not one story matched up.  The witnesses put my daughter off the edge of the road where, if she was driving on the road, she would not of hit her.  

I want this to be corrected.  No cop is free of crime, no matter how small.  This law is also allowing people to KILL inocent kids without any punishment.  My daughter was 14, extremely smart, well liked by many and planned on becoming a criminal profiler when she graduated.
