Suspend GMP Chief Constable Peter Fahy while under investigation for misconduct

The Issue

On 12 August 2014, the Independent Police Complaints Commission (IPCC) served Greater Manchester Police (GMP) Chief Constable Sir Peter Fahy with a criminal and a gross misconduct notice after allegations by a whistleblower (who is a serving police officer). Despite this, Greater Manchester Police and Crime Commissioner Tony Lloyd has so far refused to suspend him.

The whistleblower made the first three allegations below, according to The Guardian. I, Wesley Ahmed, am making the remaining allegations. Some Fahy may be complicit in or aware of, and he is incompetent otherwise.

• Failed to intervene and detain a suspected sex offender who was under surveillance, but as police tried to gather more evidence, allowed a child to enter the suspect's home. This was allegedly covered up.

• Mishandled the disposal of body parts belonging to victims of the serial killer Dr Harold Shipman.

• Bugged an office at GMP and allowed armed robbers who were under surveillance to attack a pub instead of stopping them.

• My late cousin, Anthony Grainger, was arrested over a stolen missing memory stick, and after later being released without charge, he was shot dead by Greater Manchester armed response in a preplanned operation [Operation Shire] knowing Anthony was unarmed since he was under surveillance. Fahy is now being charged with a breach of health and safety over Anthony's death but faces no criminal responsibility or liability if found guilty.

• 23-year old Jordan Begley was Tasered to death in his own home (despite his heart problems and there being a fugitive with the same name aged 25). The IPCC reported that no-one will be accountable for his death.

• 19-year old Billy Salton who had epilepsy was left to die in custody, neglected by GMP, with again no charges brought against them.

• At Barton Moss, GMP were completely out of control against peaceful anti-fracking protesters. No police officer has been brought to account.

Also when Fahy was Chief Constable of Cheshire, 15-year old Jordan Cunliffe, who (despite having acute keratoconus, an eye condition for which he was eligible to be registered blind, with a medical report at the time saying this rendered him unable to perform any tasks for which vision was necessary) was locked up and then convicted of murder through "joint enterprise" for not stopping the murder.
